The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Galipeau (Ottawa—Orléans), Deputy Chair of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

Prayers

Recall of the House of Commons

The Acting Speaker informed the House that, pursuant to Standing Order 28(4), he had recalled the House today for the sole purpose of granting the Royal Assent to certain Bills.

Royal Assent

The Acting Speaker informed the House that the Honourable Deputy of the Governor General will proceed to the Senate today at 1:00 p.m., for the purpose of giving the Royal Assent to certain Bills.

Messages from the Senate

Messages were received from the Senate as follows:

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-28, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007 and to implement certain provisions of the economic statement tabled in Parliament on October 30, 2007, without amendment.

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-12, An Act to amend the Bankruptcy and Insolvency Act, the Companies' Creditors Arrangement Act, the Wage Earner Protection Program Act and chapter 47 of the Statutes of Canada, 2005, without amendment.

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-18, An Act to amend the Canada Elections Act (verification of residence), without amendment.

Royal Assent

A Message was received from the Honourable Marshall Rothstein, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy of the Governor General, desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Acting Speaker, with the Commons proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Acting Speaker reported that when the Commons had been in the Senate, the Honourable Deputy of the Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984 — Chapter No. 32;

Bill C-15, An Act respecting the exploitation of the Donkin coal block and employment in or in connection with the operation of a mine that is wholly or partly at the Donkin coal block, and to make a consequential amendment to the Canada--Nova Scotia Offshore Petroleum Resources Accord Implementation Act — Chapter No. 33;

Bill C-28, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007 and to implement certain provisions of the economic statement tabled in Parliament on October 30, 2007 — Chapter No. 35;

Bill C-12, An Act to amend the Bankruptcy and Insolvency Act, the Companies' Creditors Arrangement Act, the Wage Earner Protection Program Act and chapter 47 of the Statutes of Canada, 2005 — Chapter No. 36;

Bill C-18, An Act to amend the Canada Elections Act (verification of residence) — Chapter No. 37.

The Acting Speaker also reported that he had addressed the Honourable Deputy of the Governor General as follows:

“May it please Your Honour:

The Commons of Canada have voted Supplies required to enable the Government to defray certain expenses of the public service.

In the name of the Commons, I present to Your Honour the following Bill:

An Act for granting to Her Majesty certain sums of money for the federal public administration for the financial year ending March 31, 2008;

To which Bill I humbly request Your Honour's Assent.”

Whereupon, the Clerk of the Senate, by Command of the Honourable Deputy of the Governor General, did say:

“In Her Majesty's name, the Honourable Deputy of the Governor General thanks Her Loyal Subjects, accepts their benevolence, and assents to this Bill.”

Bill C-35, An Act for granting to Her Majesty certain sums of money for the federal public administration for the financial year ending March 31, 2008 (Appropriation Act No. 3, 2007-2008) — Chapter No. 34.

Adjournment

At 1:20 p.m., the Acting Speaker adjourned the House until Monday, January 28, 2008, at 11:00 a.m., pursuant to Standing Orders 28(2) and 24(1).
