Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. Hill (Secretary of State), Bill C-22, An Act to amend the Constitution Act, 1867 (Democratic representation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Constitution Act, 1867 (Democratic representation)”.


Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mr. Tilson (Dufferin—Caledon) presented the report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the parliamentary mission to the country that will next hold the Presidency of the Council of the European Union, held in Ljubljana, Slovenia, and at the Fourth Part of the 2007 Ordinary Session of the Parliamentary Assembly of the Council of Europe, held in Strasbourg, France, from September 27 to October 5, 2007. — Sessional Paper No. 8565-392-51-01.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Dykstra (St. Catharines), seconded by Mr. Fast (Abbotsford), Bill C-475, An Act to amend the Criminal Code (credit for pre-sentencing custody), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Ways and Means

The Order was read for consideration of a Ways and Means motion to implement certain provisions of the budget tabled in Parliament on March 19, 2007 (Sessional Paper No. 8570-392-4), notice of which was laid upon the Table on Tuesday, November 13, 2007. (Ways and Means No. 4)

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform) for Mr. Flaherty (Minister of Finance), seconded by Mr. Cannon (Minister of Transport, Infrastructure and Communities), moved, — That the motion be concurred in.

Pursuant to Order made earlier today, the recorded division was deemed requested and deferred until later today, at the expiry of the time provided for Government Orders.

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-6, An Act to amend the Canada Elections Act (visual identification of voters).

Deferred Recorded Divisions

Business of Supply

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Brunelle (Trois-Rivières), seconded by Mr. Vincent (Shefford), — That, in the opinion of the House, the government should immediately establish a series of measures to help the manufacturing and forestry sectors hard hit by the rising dollar and increased competition from new players in the field of low-cost mass production, specifically including a program to support businesses that wish to update their production facilities, a series of investments and tax measures to support research and development in the industry, the re-establishment of an economic diversification program for forestry regions similar to the one that the Conservatives abolished, a review of the trade laws to better protect our companies against unfair competition, and better financial support of workers affected by the crisis in the manufacturing sector.
