The Standing Committee on Public Accounts met at 11:02 a.m. this day, in Room 371, West Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, David Christopherson, Brian Fitzpatrick, Mark Holland, Mike Lake, Marcel Lussier, Hon. Shawn Murphy, David Sweet and John Williams.

 

Acting Members present: Peter Julian for David Christopherson, Gerald Keddy for Pierre Poilievre, Louis Plamondon for Jean-Yves Laforest and Brent St. Denis for Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Alex Smith, Analyst; Lydia Scratch, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Mark Watters, Assistant Auditor General; Alain Boucher, Principal. Department of Transport: Louis Ranger, Deputy Minister; Marc Grégoire, Assistant Deputy Minister, Safety and Security; Merlin Preuss, Director General, Civil Aviation.

 
Pursuant to Standing Order 108(3)(g), the Committee commenced consideration of Chapter 3, "Oversight of Air Transportation Safety - Transport Canada" of the May 2008 Report of the Auditor General of Canada.
 

Sheila Fraser and Louis Ranger made statements and, with the other witnesses, answered questions.

 

At 12:40 p.m., the sitting was suspended.

At 12:41 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David Sweet moved, — That the Committee concur in the Comptroller General's request for an endorsement by the Committee for the following waivers to the publication of details related to Ex Gratia payments and Court Awards in the 2008 Public Accounts of Canada:

Ex Gratia Payments:

  • Merchant Navy Veterans and First Nations Veterans;
  • Heating fuel rebates; and,
  • Extraordinary Assistance Plan (Tainted Blood).

Court Awards:

  • Agent Orange Program; and,
  • Claims related to the Indian Residential Schools System.

And that furthermore, the Committee proposes:

That the 2008 Public Accounts of Canada report the number of payments and the total amount paid under each category and within the range of highest and the lowest payments.

 

After debate, the question was put on the motion and it was agreed to.

 

At 1:04 p.m., the Committee adjourned to the call of the Chair.
