The Standing Committee on Government Operations and Estimates met in camera at 9:01 this day, in Room 269, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Mark Holland, Daryl Kramp, Hon. Diane Marleau, James Moore, Mario Silva and Chris Warkentin.

 

Acting Members present: Hon. Navdeep Bains for Raymond Bonin and Meili Faille for Richard Nadeau.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst. House of Commons: Gregory Tardi, Senior Parliamentary Counsel (Legal).

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That this committee study the issue of public (GIC) appointments and the appropriate role of government in providing oversight for independent, arms-length agencies, and;

That this study include consideration of the recent actions of the government with respect to Atomic Energy of Canada Limited (AECL) and the Canadian Nuclear Safety Commission (CNSC); and

That this committee hear testimony from Natural Resources Minister Gary Lunn, former President of the CNSC Linda Keen, officials from the Privy Council Office and others as required; and

That this committee investigate whether the Public Appointments Commission, as envisioned in the bill that has been passed by parliament but not enacted by the government, would have been able to play a constructive role in providing oversight to these government appointments if the commission had been brought into force; and

That the committee report its conclusions and recommendations to the House of Commons.

 

It was agreed, — That the Committee undertake a study on Geographic Distribution and Turnover Rates of Federal Public Servants, during the next 2 meetings; and

That the Committee should hear testimony of representatives from the Canada Public Service Agency, Canada Revenue Agency and Passport Canada in relation to that subject during the next 2 meetings.

 

It was agreed, — That the Committee undertake a study on the Maintenance of Federal Properties (building and parks).

 

At 9:45 a.m., the Committee adjourned until Tuesday, February 5, 2008.
