The Standing Committee on National Defence met at 3:35 p.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Laurie Hawn, James Lunney and Hon. Joe McGuire.

 

Acting Members present: Yasmin Ratansi for Anthony Rota.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Laurie Hawn moved, — Pursuant to Standing Order 108 (1)(a), that the Committee meet jointly at its first opportunity with the Standing Committee on Foreign Affairs and International Development to discuss the Manley Report, and that the chairmanship of the joint proceedings alternate between the respective chairs of the two standing committees;

That the Committee call the Hon. John Manley and all members of the Independent Panel on Canada’s Future Role in Afghanistan, the ministers of National Defence, Foreign Affairs and International Cooperation to appear, with the option of adding further witnesses to provide their perspectives on this report;

That the joint proceedings occur during the ordinary scheduled time of this committee, on Tuesdays and Thursdays between 3:30pm to 5:30pm, commencing at the scheduled meeting immediately following the adoption of this motion and continuing until the conclusion of the meeting of February 28, 2008;

That the Committee table a copy of the evidence;

That pursuant to Standing Order 109, the Committee request that the government table a comprehensive response to the report; and

That these meetings be televised.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Steven Blaney, Cheryl Gallant, Laurie Hawn, James Lunney — 4; NAYS: Claude Bachand, Dawn Black, Robert Bouchard, John Cannis, Denis Coderre, Joe McGuire, Yasmin Ratansi — 7.

 

At 4:14 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 20, 2007, the Committee resumed its study of procurement and associated processes.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the Committee append to its report dissenting and/or supplementary opinions from each political party provided that they are no more than six pages, in the same style and format as the report (Times New Roman, 12 point, 1.5 line spacing); and that it be submitted electronically in both official languages to the Clerk of the Committee, no later than Tuesday, February 5, 2008 at 4:30 p.m.

 

It was agreed on division, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

At 4:30 p.m., the Committee adjourned to the call of the Chair.
