The Standing Committee on National Defence met in camera at 11:10 a.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Laurie Hawn, James Lunney, Hon. Joe McGuire and Anthony Rota.

 

Acting Members present: Patrick Brown for Steven Blaney and Hon. Ujjal Dosanjh for Hon. Joe McGuire.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 20, 2007, the Committee resumed its study of procurement and associated processes.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the Chair, in consultation with the analysts and the Clerk, revise the draft report, and present it to the Committee for adoption.

 

At 12:31 p.m., the sitting was suspended.

At 12:32 p.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Denis Coderre moved, — That the Standing Committee on National Defence ask the Auditor General to include in the mandate proposed by the Committee, (and approved by the AG) for the audit of the Government of Canada’s defence procurement process, the CP 140 Aurora surveillance plane program and, in particular, the replacement and sudden cancellation of the Aurora Incremental Modernization Project.

 

On motion of Claude Bachand, it was agreed, — That the motion be amended by deleting all the words after the words “surveillance plane program”.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Claude Bachand, Dawn Black, Robert Bouchard, Patrick Brown, John Cannis, Denis Coderre, Ujjal Dosanjh, Cheryl Gallant, Laurie Hawn, James Lunney, Anthony Rota — 11; NAYS: — 0.

 

The motion, as amended, read as follows:

That the Standing Committee on National Defence ask the Auditor General to include in the mandate proposed by the Committee, (and approved by the AG) for the audit of the Government of Canada’s defence procurement process, the CP 140 Aurora surveillance plane program.

 

At 12:51 p.m., the Committee adjourned to the call of the Chair.
