The Standing Committee on Environment and Sustainable Development met at 3:36 p.m. this day, in Room 200, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Hon. John Godfrey, Luc Harvey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Francis Scarpaleggia, Maurice Vellacott, Mark Warawa and Jeff Watson.

 

Acting Members present: David Christopherson for Nathan Cullen, Christian Ouellet for Bernard Bigras and Bev Shipley for Luc Harvey.

 

In attendance: Library of Parliament: Sam Banks, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Honourable Jack Layton, P.C., M.P. be invited to appear before the Committee on Tuesday December 11, 2007 from 3:30 p.m. to 4:30 p.m. on the topic of Bill C-377, An Act to ensure that Canada assumes its responsibilities in preventing dangerous climate change.

 

It was agreed, — That Aldyen Donnelly, President of the Greenhouse Emissions Management Consortium and Matthew Bramley, Director, Climate Change, Pembina Institute, be invited to appear before the Committee on Tuesday, December 11, 2007, from 4:30 p.m. to 5:30 p.m. on the topic of Bill C-377, An Act to ensure that Canada assumes its responsibilities in preventing dangerous climate change.

 

It was agreed, — That members submit the names of proposed witnesses regarding Bill C-377 to the Clerk by Friday, December 14, 2007.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet to review and approve the list of witnesses for Bill C-377.

 

It was agreed, — That, once approved by the Subcommittee on Agenda and Procedure, the list of witnesses be sent to the full Committee.

 

It was agreed, — That, in addition to the December 11, 2007 meeting, the following meetings be held on Bill C-377:

— Scientist Panel to discuss scientific underpinnings of Climate Change and C-377;

— Economists Panel (including emissions trading, US Greenhouse Gas Abatement mapping initiatives, mechanisms and feasibility of meeting obligations and cost of meeting targets);

— Environmentalists Panel; and

— Jurisdictional Experience Panel (representatives from governments which have adopted similar deep reductions targets, and constitutionality of Bill C-377).

 

It was agreed, — That the Committee invite Pierre Marc Johnson, Elizabeth Dowdeswell, Ian Morton, and Mary Simon, advisors to the Canadian Government on the United Nations Framework Convention on Climate Change (UNFCCC)-Bali, to provide a debriefing on the UNFCCC meeting outcomes and implications for Canada.

 

At 4:42 p.m., the Committee adjourned to the call of the Chair.
