The Standing Committee on Environment and Sustainable Development met at 3:35 p.m. this day, in Room 308, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. John Godfrey, Luc Harvey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Francis Scarpaleggia, Maurice Vellacott, Mark Warawa and Jeff Watson.

 

Acting Members present: Gérard Asselin for Bernard Bigras and Hon. Raymond Simard for Francis Scarpaleggia.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Tim Williams, Analyst. House of Commons: Joann Garbig, Legislative Clerk.

 
Pursuant to the Order of Reference of Tuesday, October 16, 2007, the Committee resumed consideration of Bill C-377, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.
 

Nathan Cullen moved, — That pursuant to Standing Order 97.1(1), the Committee report to the House seeking an extension of thirty sitting days for it to complete consideration of Bill C-377.

Debate arose thereon.

 

Nathan Cullen moved, — That the question be now put.

 

RULING BY THE CHAIR

Whereupon the Chair ruled the motion out of order since this motion would have as effect to end debate.

 

Whereupon, Nathan Cullen appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division: YEAS: Luc Harvey, Maurice Vellacott, Mark Warawa, Jeff Watson — 4; NAYS: Gérard Asselin, Nathan Cullen, John Godfrey, Marcel Lussier, David J. McGuinty, Geoff Regan, Raymond Simard — 7.

 

Mark Warawa raised a question of privilege to the effect that his right of speech had been breached.

 

David J. McGuinty moved, — That the Chair rule on the question of privilege.

 

RULING BY THE CHAIR

Whereupon the Chair ruled the motion out of order in that the motion was moved on a point of order.

The Chair further ruled that at 5:10 p.m., he would put the question to the Committee whether or not to report to the House the facts surrounding the question of privilege to be followed immediately by a vote on the motion of Nathan Cullen.

 

The question: "Shall the Committee report to the House the facts regarding the question of privilege raised by Mark Warawa" was put and was negatived on the following recorded division: YEAS: Luc Harvey, Maurice Vellacott, Mark Warawa, Jeff Watson — 4; NAYS: Bernard Bigras, Nathan Cullen, John Godfrey, Marcel Lussier, David J. McGuinty, Geoff Regan, Raymond Simard — 7.

 

The question: "That pursuant to Standing Order 97.1(1), the Committee report to the House seeking an extension of thirty sitting days for it to complete consideration of Bill C-377" was put and was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 5:11 p.m., the Committee adjourned to the call of the Chair.
