The Standing Committee on International Trade met at 3:38 p.m. this day, in Room 112-N, Centre Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Dean Allison, Hon. Navdeep Bains, Ron Cannan, Serge Cardin, Sukh Dhaliwal, Peter Julian, John Maloney, Larry Miller, Brian Pallister, Lee Richardson and Lui Temelkovski.

 

Acting Members present: Jean-Yves Laforest for Guy André.

 

In attendance: Library of Parliament: Michael Holden, Analyst; Elizabeth Kuruvila, Analyst. House of Commons: Erica Pereira, Committee Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peter Julian moved, — That the Standing Committee on International Trade conduct extensive hearings on the implications of the Canada-Korea bilateral agreement currently being negotiated, specifically hearing testimony on concerns about Canadian job losses in a wide range of manufacturing sectors, including the electronics, machinery, tool, clothing, plastic, automotive, and shipbuilding sectors, and diverse regions of Canada, and that the Committee investigate alternative ways to build and strengthen Canada's trade relationship with Korea, and that the Committee report this to the House.

Debate arose thereon.

 

Brian Pallister moved, — That the motion be amended by deleting the words “specifically hearing testimony on concerns about Canadian job losses in a wide range of manufacturing sectors, including the electronics, machinery, tool, clothing, plastic, automotive, and shipbuilding sectors, and diverse regions of Canada, and that the Committee investigate alternative ways to build and strengthen Canada's trade relationship with Korea” and adding the word “study” before “to the House”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Brian Pallister and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Brian Pallister moved, — That the motion be amended by deleting the words “on concerns about Canadian job losses in”, “manufacturing”, “including the electronics, machinery, tool, clothing, plastic, automotive, and shipbuilding sectors”, and replacing the words “a wide range of” with “from a wide variety of”, and adding the word “study” before “to the House”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Brian Pallister and it was agreed to, by a show of hands: YEAS: 8; NAYS: 3.

 

Brian Pallister moved, — That the motion be amended by adding after the words “relationship with Korea, and that” the following: “once completed,”.

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Standing Committee on International Trade conduct extensive hearings on the implications of the Canada-Korea bilateral agreement currently being negotiated, specifically hearing testimony from a wide variety of sectors and diverse regions of Canada, and that the Committee investigate alternative ways to build and strengthen Canada's trade relationship with Korea, and that once completed the Committee report this study to the House.

 

Sukh Dhaliwal moved, — That the Clerk of the Committee, in consultation with the Chair, issue a news release to announce the Committee’s study on the proposed Canada-Korea Free Trade Agreement, and that the Minister of International Trade be informed of the study.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 1.

 

At 4:51 p.m., the sitting was suspended.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 20, 2007, the Committee commenced its study of Canada's trade relations with key foreign markets.
 

The Committee commenced consideration of a draft report.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
