The Standing Committee on International Trade met at 3:34 p.m. this day, in Room 269, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Dean Allison, Guy André, Hon. Navdeep Bains, Ron Cannan, Serge Cardin, Peter Julian, John Maloney, Larry Miller and Lui Temelkovski.

 

Acting Members present: Colin Carrie for Brian Pallister and Raymonde Folco for Sukh Dhaliwal.

 

In attendance: Library of Parliament: Michael Holden, Analyst.

 

Witnesses: Canola Council of Canada: Dave Hickling, Vice-President, Canola Utilization. Canadian Vintners Association: Robert J. Keyes, Vice-President, Economic and Government Affairs. Canadian Cattlemen's Association: John Masswohl, Director, Governmental International Relations. Canada Pork International: Edouard Asnong, President; Martin Lavoie, Assistant Executive Director .

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 20, 2007, the Committee resumed its study of the Proposed Canada-Korea Free Trade Agreement.
 

The witnesses made statements and answered questions.

 

At 5:07 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed.

 
The Committee resumed debate on the motion of Serge Cardin as amended, which reads as follows:
 

That the Committee recommend that the government introduce as soon as possible an improved aid package for the forestry and manufacturing sectors; including trade measures to support these sectors; to consider the recommendations of the Canadian International Trade Tribunal, to bring Canada’s trade laws into line with those of the United States and the European Union with respect to anti-dumping measures consistent with W.T.O guidelines to carry out open and thorough studies on the impact of all ongoing trade negotiations on the manufacturing sector, and report the adoption of this motion to the House at the earliest opportunity

 

It was agreed, — That the motion be amended by replacing the words “to bring” with the words “consider bringing” in the English version only.

 

On motion of John Maloney, it was agreed, — That the motion be amended by deleting all the words “and report the adoption of this motion to the House at the earliest opportunity”, after the words “manufacturing sector”.

 

After debate, the question was put on the amendment of John Maloney and it was agreed to.

 

Ron Cannan moved, — That the motion be amended by adding after the word “sectors” the following: “while remaining consistent with our international committments”.

 

After debate, the question was put on the amendment of Ron Cannan and it was agreed to.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the committee recommend that the government introduce, as soon as possible, an improved aid package for the forestry and manufacturing sectors, including trade measures to support these sectors, while remaining consistent with our international commitments, to consider recommendations of the Canadian International Trade and Tribunal, to consider bringing Canada's trade laws into line with those of the United States and the European Union with respect to anti dumping measures consistent with WTO guidelines and to carry out open and thorough studies on the impact of all ongoing trade negotiations on the manufacturing sector.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
