Opposition Motions

May 25, 2006 — — That, in the opinion of the House, the government should move forward on an urgent basis to reform federal pay equity legislation based on the recommendations of the Pay Equity Task Force, and to put in place a pro-active approach to pay equity involving an obligation on employers to take steps to eliminate wage discrimination, specifically by: (a) appointing an impartial facilitator to lead discussions with major stakeholder representatives; and (b) having fully and adequately considered the substance of these discussions, introducing a bill on pay equity before the end of 2006.

May 30, 2006 — — That, in the opinion of the House, the government should (a) intervene immediately in order to maintain the control measures, which are a main pillar of supply management, by limiting imports of milk protein concentrates; (b) adopt a regulation (or order in council) that would classify all milk protein concentrates, regardless of their protein content, in tariff line 0404, for which a tariff quota has been negotiated; or immediately invoke article XXVIII of the GATT in order to limit imports of milk protein concentrates while immediately beginning negotiations with its trading partners and modifying its tariff schedule.

May 30, 2006 — — That, in the opinion of the House, the Department of Human Resources and Social Development should renew, in its entirety, in all regions currently involved, pilot project No. 6, which allows workers in regions with high unemployment to obtain five additional weeks of employment insurance benefits until such time as the government undertakes a comprehensive reform of the employment insurance system that meets workers’ needs.

June 15, 2006 — — That the trial period of the provisional Standing Orders, adopted on February 18, 2005, be extended until the 61st day of the next session; and that the House express its support for the Chair occupants in enforcing the Standing Orders and the other rules, practices and traditions of the House, especially those designed to maintain decorum and respect for its proceedings.

October 17, 2006 — — That, in the opinion of the House, the government should cause the flag on the Peace Tower to be half-masted in order to recognize each member of the Canadian Forces who loses his or her life in the line of duty.

February 20, 2007 — — That, in the opinion of the House, the government is placing narrow ideology ahead of the well-being of Canadian families by failing to support a sustainable, high quality early learning and child care system across Canada, thereby depriving parents of any meaningful child care choice and reducing transfers to provinces and territories by a billion dollars annually.

February 20, 2007 — — That, in the opinion of the House, the government is failing to provide Canadians with adequate information about the current mission in Afghanistan, and therefore the House instruct the Standing Committee on Foreign Affairs and International Development to convene on-going hearings, at least one day per month, at which all relevant Ministers and officials will be required to present themselves to answer detailed questions about the status of that mission.

April 24, 2007 — — That this House call on the government to amend the Bank Act to prohibit banks from making a charge for the electronic transfer of funds through the use of an automated banking machine.

April 24, 2007 — — That the House condemn the government for furthering and implementing the Security and Prosperity Partnership Agenda of North America (SPP), with the United States and Mexico, without a democratic mandate from the people of Canada, Parliamentary oversight, nor consideration of the profound consequences on Canada’s ability to adopt autonomous and sustainable economic social and environmental policies, its existence as a sovereign nation, and that this government, in the interest of transparency, accountability and democracy, take the appropriate steps to ensure that ongoing discussions and decisions are halted until a full legislative review, public debate and vote by Parliament have taken place.

April 24, 2007 — — That, in the opinion of the House, the government should introduce and support a proposal to reform Canada's electoral system to allow representation in the House of Commons that more accurately reflects voter preferences with a mixed member system of proportional representation.

May 4, 2007 — — That, in the opinion of the House, the government should exercise its authority in the area of international trade to ensure that no international agreement diminishes the ability of Quebec and the provinces to protect their water resources and to prohibit the export of water.

May 8, 2007 — — That, in the opinion of the House, the government should call Bill C-30, Canada's Clean Air Act and Climate Change Act, for debate in the House of Commons since it seeks to implement Canada's National Carbon Budget, a Kyoto-compliant trading system for greenhouse gas emission permits, tough new regional air quality standards, energy efficiency standards for all products whose use significantly impacts energy consumption in Canada, and a fuel consumption standard that meets or exceeds international best practices.

May 8, 2007 — — That this House recognize that the Summer Career Placement Program established in 1994 has provided hundreds of thousands of much needed jobs for Canadian university and colleges students; recognize that the Summer Career Placement program provided valuable support for organizations and community groups, most of whom are non-profit; recognize that the Summer Career Placement program has been replaced with a much smaller and inadequate program, resulting in the loss of thousands of summer jobs for students; and, therefore, this House calls on the government to restore all the funding that was cut from the Summer Career Placement Program.

May 8, 2007 — — That, in the opinion of this House, the safety and security of our communities depends upon the courageous men and women who serve as front-line police officers; and the federal government must work collaboratively with the provincial and territorial governments to ensure long-term and stable funding for additional front-line police officers to serve our communities; and the Canadian Association of Police Boards (CAPB), the Canadian Association of Chiefs of Police (CACP) and the Canadian Police Association (CPA) have all called upon the government to address the need for a new mechanism to fund additional police officers; and, therefore, this House call upon the government to immediately convene a roundtable meeting of the Federal, Provincial and Territorial Ministers, along with representatives from the CAPB, the CACP and the CPA, to commence discussions on developing a long-term and sustainable cost-sharing arrangement for additional police officers in our communities.

June 5, 2007 — — That, in the opinion of the House, the current Prime Minister has damaged Canada's international reputation in the fight against climate change;

the use of “intensity-based” targets for greenhouse gas emissions is insufficient;

an effective global approach to climate change must be based on “hard caps” on emissions; and

therefore, the House calls on the Prime Minister to inform G8 Leaders that Canada will once again push for a UN-based approach to climate change that includes “hard caps” on greenhouse gas emissions.

June 5, 2007 — — That, in the opinion of the House, the government has failed to recognize and respect the important relationship that must exist between the government and First Nations, Metis and Inuit peoples of Canada;

the government has, through its actions and strategic inactions, undermined this relationship by refusing to apologize to victims of Indian Residential Schools, failing to support the United Nations Declaration on the Rights of Indigenous Peoples, and failing to confront serious social issues such as child welfare, a lack of education, health conditions (including disease, infant mortality, youth suicide and substance abuse) as well as housing, infrastructure, safe drinking water and land claims; and

therefore, the House calls on the government to recognize and immediately implement the Accords signed in May 2005 between the Crown and the Assembly of First Nations, the Metis National Council, the Inuit Tapiriit Kanatami, the Congress of Aboriginal Peoples and the Native Women's Association of Canada, which committed the parties to work cooperatively on policy development according to the principles of mutual recognition, mutual respect, mutual benefit and mutual responsibility.

June 5, 2007 — — That, in the opinion of the House, the government:

made an error by first reducing the funds available for summer student placements and then by setting program criteria that prevented legitimate not-for-profit organizations from receiving funding;

reversed course and announced funding for some not-for-profit organizations that had been refused, without any explanation as to how program criteria had changed to make them eligible;

has not been transparent in its handling of this program, as demonstrated by the government's willingness to cite examples of some organizations that will receive funding while refusing to publish a full list of organizations that will receive funding; and

therefore, the House calls on the Minister of Human Resources and Skills Development Canada to publish immediately the new criteria being used for this program, the list of all organizations that have been identified as eligible for funding in the current fiscal year, the amounts each will receive, the total amount being committed to the program overall this year, the source of any incremental funds since the middle of May, and a list of those organizations that have been turned down for funding this year together with the specific reason for each rejection.
