The Standing Committee on Public Safety and National Security met at 9:06 a.m. this day, in Room 371, West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(2).

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Joe Comartin, Hon. Irwin Cotler, Laurie Hawn, Mark Holland, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: France Bonsant for Carole Freeman and Hon. Gurbax Malhi for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Philip Rosen, Principal. House of Commons: Diane Diotte, Committee Clerk.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Dave MacKenzie, it was agreed, — That Garry Breitkreuz be elected Chair of the Committee.

 

On motion of Gurbax Malhi, it was agreed, — That Mark Holland be elected First Vice-Chair of the Committee.

 

On motion of Serge Ménard, it was agreed, — That Joe Comartin be elected Second Vice-Chair of the Committee.

 

Garry Breitkreuz took the Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite RCMP Commissioner Giuliano Zaccardelli to appear before the Committee from 10:00 a.m. to 12:00 p.m. on Thursday, September 28, 2006.

 

It was agreed, — That the Committee invite the Honourable Stockwell Day, Minister of Public Safety, to appear before the Committee from 12:00 p.m. to 1:00 p.m., on Thursday, September 28, 2006.

 
The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

That the Committee meet with the visiting delegation of senior public officials from the Russian Federation on Thursday, September 28, 2006 from 9:00 a.m. to 10:00 a.m.

That pursuant to the Committee’s study of the Main Estimates 2006-2007 and in relation to their Annual Report, the members of the Security Intelligence Review Committee appear before the Standing Committee on Wednesday, November 1, 2006 from 3:30 p.m. to 5:30 p.m.

That RCMP Commissioner Giuliano Zaccardelli be invited to appear before the Committee in regards to the findings and recommendations of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar.

That the Minister of Public Safety, Stockwell Day, be invited to appear before the Committee in reference to the steps the Government plans to take in response to the findings and recommendations of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar.

That the Committee consider studying issues related to the arming of Canadian Border Service Agency officers including the costs, training, implementation and potential alternatives.

 

It was agreed, — That the Committee meet to discuss future business on Tuesday, October 3, 2006.

 

On motion of Dave MacKenzie, it was agreed, — That the Subcommittee Report be adopted.

 

At 9:36 a.m., the Committee adjourned to the call of the Chair.
