The Standing Committee on Public Safety and National Security met by videoconference at 9:01 a.m. this day, in Room 701, La Promenade Building, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Mark Holland, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: France Bonsant for Carole Freeman, Rick Dykstra for Laurie Hawn and Hon. Hedy Fry for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Philip Rosen, Principal; Robin MacKay, Analyst.

 

Witnesses: Canadian Nuclear Safety Commission: Ken Pereira, Executive Vice-President, Operations Branch; Gerry Frappier, Director General, Directorate of Security and Safeguards. Emergency Measures Organization of Manitoba: Chuck Sanderson, Executive Director. Public Safety and Emergency Preparedness Canada (PSEPC): Jim Young, Special Advisor to the Deputy Minister.

 
Pursuant to the Order of Reference of Friday, September 22, 2006, the Committee resumed consideration of Bill C-12, An Act to provide for emergency management and to amend and repeal certain Acts.
 

Ken Pereira and Chuck Sanderson made openning statements and, with the other witnesses, answered questions.

 

At 10:30 a.m., Rick Norlock took the Chair.

 

At 10:32 a.m., Garry Breitkreuz took the Chair.

 

At 10:48 a.m., the sitting was suspended.

At 10:49 a.m., the sitting resumed.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-12, in both official languages, no later than 11:00 a.m. on Monday, November 20, 2006.

 

At 10:51 a.m., the Committee adjourned to the call of the Chair.
