The Standing Committee on Public Safety and National Security met at 9:03 a.m. this day, in Room 209, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Laurie Hawn, Mark Holland, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: Omar Alghabra for Hon. Irwin Cotler and France Bonsant for Carole Freeman.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Hon. Wayne Easter be invited to appear in relation to the study of the report of the Commission of Inquiry on the events relating to Maher Arar.

 

It was agreed, — That CSIS Director Jim Judd, former CSIS Director Ward Elcock and CSIS Deputy Director of Operations Jack Hooper be invited to appear in relation to the study of the report of the Commission of Inquiry on the events relating to Maher Arar.

 

It was agreed, — That officials from the department of Foreign Affairs be invited to appear in relation to the study of the report of the Commission of Inquiry on the events relating to Maher Arar.

 

It was agreed, — That officials from the Department of Public Safety be invited to appear on Thursday, October 5, in relation to the Committee's study of Bill C-12, An Act to provide for emergency management and to amend and repeal certain Acts.

 

It was agreed, — That the Committee meet with members of a delegation from Tanzania on Thursday, October 5, 2006 at 10:30 a.m.

 

It was agreed, — That the Canadian Red Cross, the Federation of Canadian Municipalities and the Canadian Association of Petroleum Producers be invited to appear in relation to the Committee's study of Bill C-12.

 

It was agreed, — That Stockwell Day, the Minister of Public Safety, and officials from the RCMP be invited to appear in relation to the Committee's study of the Main Estimates 2006-2007, particularly in relation to recent budget cuts as they relate to Firearms Centre.

 

It was agreed, — That the Committee undertake a study concerning the issues related to the arming of Canadian Border Service Agency officers including the costs, training, implementation and potential alternatives and that members of the Committee submit their lists of suggested witnesses to the clerk of the Committee prior to the week of October 16, 2006.

 

It was agreed, — That Committee members interested in attending the Canadian Association for Security and Intelligence Studies Conference in Ottawa from Thursday, October 26 to Saturday, October 28, 2006 notify the clerk and that members who are interested, though unavailable to attend, may send their staff.

 

At 9:57 a.m., the Committee adjourned to the call of the Chair.
