The Standing Committee on Natural Resources met at 3:35 p.m. this day, in Room 371, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Mike Allen, Catherine Bell, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Lee Richardson, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Acting Members present: Jacques Gourde for Hon. Christian Paradis, Nancy Karetak-Lindell for Hon. Roy Cullen and Hon. Geoff Regan for Todd Norman Russell.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Fréderic Beauregard-Tellier, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 28, 2006, the Committee resumed its study of The Oil Sands.
 

Claude DeBellefeuille moved, — That the Committee requests as soon as possible that: the Minister of Natural Resources, the Minister of Industry, the Minister of the Environment, the former Minister of the Environment, the Hon. Stéphane Dion, the former Minister of Industry, the Hon. David Emerson, the former Minister of Natural Resources, the Hon. John McCallum, and representatives of Natural Resources Canada who attended the meeting in Houston be invited to describe the circumstances that led to the Oil Sands Experts Group report issued after the meeting attended by representatives of the oil and gas industry, Natural Resources Canada, the U.S. Department of Energy and the Alberta Department of Energy, as well as observers from Mexico’s Secretariat of Energy, on January 24–25, 2006, in Houston.

Jacques Gourde proposed that the motion be amended by deleting the words “the Minister of Industry, the former Minister of Industry, the Hon. David Emerson; and representatives of Natural Resources of Canada”.

After debate, the question was put on the amendment of Jacques Gourde, and it was agreed to.

 

Alan Tonks moved, — That the motion be amended by adding the words “and representatives from the Alberta Department of Energy”.

The motion, as amended, read as follows:

That the Committee requests as soon as possible that: the Minister of Natural Resources, the Minister of the Environment, the former Minister of the Environment, the Hon. Stéphane Dion, the former Minister of Natural Resources, the Hon. John McCallum, and representatives from the Alberta Department of Energy be invited to describe the circumstances that led to the Oil Sands Experts Group report issued after the meeting attended by representatives of the oil and gas industry, Natural Resources Canada, the U.S. Department of Energy and the Alberta Department of Energy, as well as observers from Mexico’s Secretariat of Energy, on January 24–25, 2006, in Houston.

 

At 4:30 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

 

The Committee proceeded to sit in camera for the consideration of a draft report on the Oil Sands.

 

At 4:45 p.m., the Committee adjourned to the call of the Chair.
