The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Tom Lukiwski, Hon. Stephen Owen, Joe Preston, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Paule Brunelle for Michel Guimond and Monique Guay for Pauline Picard.

 

In attendance: Library of Parliament: James Robertson, Principal; Michel Bédard, Analyst.

 

Witnesses: Elections Ontario: Mike Stockfish, Director, Election Finances. House of Commons: Audrey O'Brien, Clerk of the House of Commons; Marc Bosc, Deputy Clerk of the House of Commons.

 
Pursuant to the Order of Reference of Monday, May 28, 2007, the Committee resumed consideration of Bill C-54, An Act to amend the Canada Elections Act (accountability with respect to loans).
 

The witness made a statement and answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 11:59 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(3)(a)(viii), the Committee resumed consideration of matters relating to the Conflict of Interest Code for Members of the House of Commons.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 12:27 p.m., the sitting was suspended.

At 12:28 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders of the House of Commons.
 

The witnesses answered questions.

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
