The Standing Committee on Procedure and House Affairs met at 11:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Claude DeBellefeuille for Michel Guimond and Jean-Yves Laforest for Pauline Picard.

 

In attendance: Library of Parliament: James Robertson, Principal; Michel Bédard, Analyst.

 

Witnesses: House of Commons: Audrey O'Brien, Clerk of the House of Commons; Marie-Andrée Lajoie, Clerk Assistant.

 
Pursuant to Standing Order 108(3)(a), the Committee resumed its review of the Standing Orders, procedure and practice of the House.
 

The witnesses answered questions.

 

Michel Guimond moved, — That the House of Commons Standing Orders be amended by adding the following after Standing Order 31: 31.1(1) Once a week, pursuant to Standing Order 31, the Speaker recognize an independent Member. (2) For the purposes of Standing Order 31.1(1), members of political parties not officially recognized in the House are not considered independent Members.

That the House of Commons Standing Orders be amended by adding the following after Standing Order 37(1): 37(1.1)(a) Once a week, pursuant to Standing Order 37(1), the Speaker recognize an independent Member. (b) For the purposes of paragraph (a) of this Standing Order, members of political parties not officially recognized in the House are not considered independent Members.

Debate arose thereon.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
