The Standing Committee on Procedure and House Affairs met in camera at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Stephen Owen, Pauline Picard, Joe Preston, Hon. Karen Redman and Scott Reid.

 

Acting Members present: David Christopherson for Yvon Godin, Roger Gaudet for Michel Guimond, Mark Holland for Hon. Marlene Jennings and Bev Shipley for Tom Lukiwski.

 

In attendance: Library of Parliament: James Robertson, Principal; Margaret Young, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That pursuant to Standing Order 108(1)(a) and in addition to its mandate pursuant to Standing Order 91.1, the Subcommittee on Private Members’ Business be empowered to review and report on the Standing Orders, procedure and practice relating to Private Members’ Business, and that the Subcommittee be granted all of the powers of the Committee pursuant to Standing Order 108(1) except the power to report directly to the House.

 

At 11:19 a.m., the sitting was suspended.

At 11:20 a.m., the sitting resumed in public.

 

The question: "That a letter be sent to Mr. Kingsley in response to his correspondence of October 31, 2006, regarding a draft policy for the provision of funding by Elections Canada to ensure fully accessible all-candidates meetings" was put and was agreed to on the following recorded division: YEAS: Michel Guimond, Jay Hill, Mark Holland, Stephen Owen, Pauline Picard, Joe Preston, Karen Redman, Scott Reid — 8; NAYS: David Christopherson — 1.

 

At 11:23 a.m., the sitting was suspended.

At 11:24 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(a)(viii), the Committee resumed consideration of matters relating to the Conflict of Interest Code for Members of the House of Commons.
 
The Committee resumed consideration of matters related to Committee business.
 

It was agreed, — That the Honorable Rob Nicholson, Minister for Democratic Reform, be invited to appear in relation to Bill C-31.

 

At 12:50 p.m., the Committee adjourned to the call of the Chair.
