The Standing Committee on Public Accounts met in a televised session at 9:07 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Brian Fitzpatrick, Jean-Yves Laforest, Mike Lake, Hon. Shawn Murphy, Pierre Poilievre, David Sweet, John Williams and Borys Wrzesnewskyj.

 

Acting Members present: Hon. Marlene Jennings for Hon. Judy Sgro, Marcel Lussier for Jean-Yves Roy and David J. McGuinty for Pablo Rodriguez.

 

Associate Members present: Marcel Proulx.

 

In attendance: House of Commons: Justin Vaive, Procedural Clerk. Library of Parliament: Lydia Scratch, Analyst; Alex Smith, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Sandra Conlin, Assistant Commissioner, Ethics Advisor. Royal Canadian Mounted Police External Review Committee: Catherine Ebbs, Chair. Royal Canadian Mounted Police: John Spice, Assistant Commissioner (Retired), Ethics Advisor. Commission for Public Complaints Against the Royal Canadian Mounted Police: Paul E. Kennedy, Chair. As an individual: Hon. Anne McLellan, former Minister of Public Safety.

 
Pursuant to Standing Order 108(2), the Committee commenced consideration of the study of the Report of the Independent Investigator into matters relating to RCMP Pension and Insurance Plans released on June 15, 2007.
 

By unanimous consent, David Sweet moved, — That the Standing Committee on Public Accounts of the First session of the 39th Parliament do commend, in alphabetical order,

Staff Sergeant Mike Frizzell,

Staff Sergeant Ron Lewis,

Chief Superintendent Fraser Macaulay,

Ms. Denise Revine,

A ssistant Commissioner Bruce Rogerson, and,

Staff Sergeant Steve Walker,

For their continued efforts to expose the mismanagement of the Royal Canadian Mounted Police pension and insurance plan administration in the face of great personal and professional hardship,

For their unwavering commitment to justice and accountability,

For their dedication to ensure the Royal Canadian Mounted Police remain a cherished national symbol, with the full confidence of both its members and the Canadian public,

And for their embodiment of the core values of the Royal Canadian Mounted Police: integrity, honesty, professionalism compassion, respect and accountability.

And that this motion be reported to the House.

 

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

 

Sandra Conlin made an opening statement and, with John Spice, answered questions.

 

Mr. Laforest tabled some documents concerning Caporal Albert Caron.

 

By unanimous consent, Borys Wrzesnewskyj moved, — That the following witnesses:

Denis Constain and

Wayne Watson

be invited to appear before the Committee.
