The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 3:34 p.m. this day, in Room 701, La Promenade Building, the Chair, Dean Allison, presiding.

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Michael Savage and Lynne Yelich.

Acting Members present: Vivian Barbot for France Bonsant, Olivia Chow for Tony Martin and Todd Norman Russell for Gary Merasty.

In attendance: Library of Parliament: Kevin Kerr, Analyst.

Witnesses: Citizens in Favour of Equal Government Childcare Subsidies for All Children: Yvonne Coupal, Coordinator. National Family Childcare Association: Sara Landriault, President. Institute of Marriage and Family Canada: Dave Quist, Executive Director. As an individual: Beverley Smith. Kids First Parent Association of Canada: Helen Ward, President.

Pursuant to the Order of Reference of Wednesday, November 22, 2006, the Committee resumed consideration of Bill C-303, An Act to establish criteria and conditions in respect of funding for early learning and child care programs in order to ensure the quality, accessibility, universality and accountability of those programs, and to appoint a council to advise the Minister of Human Resources and Skills Development on matters relating to early learning and child care.

The witnesses made statements and answered questions.

On motion of Ruby Dhalla, it was agreed, — That the Sub-committee on Agenda and Procedure hold a meeting to discuss inviting additional witnesses regarding Bill C-303 .

At 5:25 p.m., the Committee adjourned to the call of the Chair.
