The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:02 a.m. this day, in Room 701, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Bonnie Brown, Patrick Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Mike Lake, Yves Lessard, Tony Martin, Brian Storseth and Lynne Yelich.

 

Acting Members present: Hon. Joe McGuire for Hon. Geoff Regan and Denise Savoie for Tony Martin.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Statistics Canada: Alain Bélanger, Coordinator , Demography Division, Research and Analysis Section; Philip Cross, Manager, Current Economic Analysis; François Nault, Director, Culture, Tourism and the Centre for Education Statistics; Susan Stobert, Manager, Participation and Activity Limitation Survey; Maryanne Webber, Director General, Labour and Household Surveys Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 11, 2006, the Committee commenced its study of Employability in Canada.
 

Maryanne Webber made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Yves Lessard moved, — Whereas the nature of the work of this Committee, whereas its members must have a full comprehension of the intentions of the ministers responsible for the questions under their scrutiny, that prior to the summer adjournment the Minister of Human Resources and Social Development and the Minister of Labour appear individually before the Committee again .

Debate arose thereon.

 

Denis Coderre moved, — That the motion be amended by replacing the words “That prior to the summer adjournment the Minister of Human Resources and Social Development and the Minister of Labour appear individually before the Committee again” with the words “That prior to the summer adjournment, the Minister of Labour appears before the Committee, again and that the Minister of Human Resources and Social Development appears again before the Committee, on the first occasion, this autumn”.

 

After debate, the question was put on the amendment of Denis Coderre and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The motion, as amended, read as follows:

Whereas the nature of the work of this Committee, whereas its members must have a full comprehension of the intentions of the ministers responsible for the questions under their scrutiny, that prior to the Summer adjournment, the Minister of Labour appears before the Committee, again and that the Minister of Human Resources and Social Development appears again before the Committee, on the first occasion, this autumn.

 

It was agreed, — That examination of the other motions that Members received notice, be delayed until after the study on Employability in Canada.

 

Bonnie Brown moved, — That the meeting scheduled for June 22nd be cancelled if the Minister from Labour cannot appear.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 11:05 a.m., the Committee adjourned to the call of the Chair.
