The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met in a televised session at 11:12 a.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Patrick Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Yves Lessard, Tony Martin, Hon. Geoff Regan, Brian Storseth and Lynne Yelich.

 

Acting Members present: Hon. Carolyn Bennett for Bonnie Brown, Luc Harvey for Mike Lake and Dave Van Kesteren for Mike Lake.

 

Associate Members present: Denise Savoie.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst; Chantal Collin, Analyst.

 

Appearing: Hon. Diane Finley, Minister of Human Resources and Social Development.

 

Witnesses: Department of Human Resources and Social Development: Janice Charette, Deputy Minister; Sherry Harrison, Comptroller. Canada Mortgage and Housing Corporation: Karen A. Kinsley, President.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 3, 2006, the Committee resumed its study of Government funding cuts to the Human Resources and Social Development Canada Department.
 
Pursuant to Standing Order 81(7), the Committee resumed consideration of the Report on Plans and Priorities 2006-2007 of HUMAN RESOURCES AND SOCIAL DEVELOPMENT CANADA.
 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Minister made a statement and answered questions.

 

At 11:42 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.

 

Yves Lessard moved, — That the Committee commence the study of his motion regarding bill C-257 (Replacement Workers).

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

Yves Lessard moved, — That the Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities give priority consideration to Bill C-257 (replacement workers) and that a work plan be adopted no later than November 2, 2006.

 

Lynne Yelich moved, — That the motion be amended by replacing the words “November 2” with the words “November 23”.

 

After debate, the question was put on the amendment of Lynne Yelich and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities give priority consideration to Bill C-257 (replacement workers) and that a work plan be adopted no later than November 23, 2006.

 

Lynne Yelich moved, — That the Human Resources, Social Development, and Status of Persons with Disabilities Committee recommend the Minister of Human Resources and Social Development review existing programs and initiatives to ensure they provide effective and efficient use of taxpayers dollar.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Patrick Brown, Luc Harvey, Brian Storseth, Lynne Yelich — 4; NAYS: Carolyn Bennett, France Bonsant, Denis Coderre, Jean-Claude D'Amours, Yves Lessard, Tony Martin, Geoff Regan — 7.

 

Geoff Regan moved, — That the Committee do now adjourn.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 1:11 p.m., the Committee adjourned to the call of the Chair.
