The Standing Committee on Health met at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Bonnie Brown, Patrick Brown, Patricia Davidson, Steven John Fletcher, Christiane Gagnon, Rahim Jaffer, Susan Kadis, Rob Merrifield and Penny Priddy.

 

Acting Members present: John Maloney for Colleen Beaumier and Robert Vincent for Luc Malo.

 

In attendance: Library of Parliament: Sonya Norris, Analyst; Odette Madore, Analyst.

 

Witnesses: Department of Public Safety and Emergency Preparedness Canada: Paul Haddow, Director General, International Affairs. Department of Industry: Alain Beaudoin, Director General, Innovation Partnerships Branch. Department of Health: Daniel Chaput, Associate Director General, Food Directorate, Health Products and Food Branch. Public Health Agency of Canada: David Butler-Jones, Chief Public Health Officer; Keith Pritchard, Senior Policy Advisor, Centre for Emergency Preparedness and Response, Infectious Disease and Emergency Preparedness Branch. Canadian Food Inspection Agency: Emmy Verdun, Executive Director, International Affairs. Public Health Agency of Canada: Jane Allain, General Counsel, Legal Services; Dennis Brodie, Manager, Legislative and Regulatory Policy Group.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, May 14, 2007, the Committee proceeded to a second briefing on possible regulatory changes.
 

Paul Haddow and Alain Beaudoin made statements and, with Daniel Chaput, David Butler-Jones, Emmy Verdun and Jane Allain, answered questions.

 

At 4:47 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Thursday, March 29, 2007, the Committee resumed consideration of Bill C-42, An Act to amend the Quarantine Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

David Butler-Jones and Jane Allain answered questions.

 

On Clause 1,

Steven John Fletcher moved, — That Bill C-42, in Clause 1, be amended by replacing line 8 on page 1 with the following:

“(a) a conveyance that is used in the”

 

After debate, the question was put on the amendment of Steven John Fletcher and it was agreed to.

 
Steven John Fletcher moved, — That Bill C-42, in Clause 1, be amended by replacing line 2 on page 2 with the following:

“it is not reasonably possible for the operator to inform a”

 

After debate, the question was put on the amendment of Steven John Fletcher and it was agreed to.

Clause 4 carried.

 

Clause 5 carried.
