The Standing Committee on Foreign Affairs and International Development met at 3:52 p.m. this day, in Room 362, East Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Diane Bourgeois, Bill Casey, Peter Goldring, Hon. Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Vivian Barbot for Francine Lalonde, Hon. Mark Eyking for Hon. Albina Guarnieri and Chris Warkentin for Hon. Peter Van Loan.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 

Witnesses: University of Montreal: Diane Éthier, Full professor, Department of Political Science.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.
 

The witness made a statement and answered questions.

 

At 4:57 p.m., the sitting was suspended.

At 5:02 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed a study of Canada's role in complex international interventions that involve multiple foreign policy instruments focusing on Canada's efforts in Haiti.
 

The Committee resumed consideration of a draft report.

 

At 5:40 p.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Alexa McDonough moved, — That, pursuant to Standing Order 108(2) and the committee's ongoing study on democratic development, the committee report to the House its recommendation that the government present it's whole-of-government strategy for failed states to the committee, and that relevant departments appear before the committee to discuss the strategy, witnesses be invited to appear to testify on the human rights and humanitarian implications of the proposed strategy.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:55 p.m., the Committee adjourned to the call of the Chair.
