The Standing Committee on Foreign Affairs and International Development met at 11:09 a.m. this day, in Room 209, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Diane Bourgeois, Bill Casey, Peter Goldring, Hon. Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson, Peter Van Loan and Hon. Bryon Wilfert.

 

Acting Members present: Vivian Barbot for Francine Lalonde, Paul Dewar for Alexa McDonough, Cheryl Gallant for Deepak Obhrai and Ted Menzies for Bill Casey.

 

Associate Members present: Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal.

 

Witnesses: Department of Foreign Affairs and International Trade: Janet Graham, Director, Sudan Task Force; Wendy Gilmour, Director, Peacekeeping and Peace Operations Group. Canadian International Development Agency: Diane Jacovella, Director General, East, the Horn and Southern Africa Division; Leslie Norton, Acting Director General , Humanitarian Assistance, Peace and Security, Multilateral Programs Branch; Laurent Charette, Director, Geographic Programs, East, the Horn and Southern Africa Division.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 4, 2006, the Committee proceeded with a briefing on the Crisis in Darfur.
 

The witnesses made statements and answered questions.

 

By unanimous consent, Paul Dewar moved, — That the Committee move to another order of Business.

 

It was agreed, — That the Committee move to another order of Business.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That Paul Dewar move Alexa McDonough's motion.

 

On motion of Paul Dewar, it was agreed, — That the committee urges the government of Canada to co-sponsor the draft resolution of the UN First Committee which calls on United Nations members to work towards “an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, and support this resolution when it is brought before the UN General Assembly for a vote; and that the Committee adopt this motion as its report to the House and that the Chair present the said report to the House.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
