The Standing Committee on Citizenship and Immigration met at 11:01 a.m. this day, in Room 209, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Hon. Larry Bagnell for Blair Wilson, Robert Carrier for Meili Faille and Olivia Chow for Bill Siksay.

 

In attendance: Library of Parliament: Trupati Patel, Analyst; Andrew Kitching, Analyst. House of Commons: William Farrell, Committee Clerk.

 

Witnesses: Amnesty International Canada: Claudette Cardinal, Coordinator, Refugees, Canadian Francophone Section. Table de concertation des organismes au service des personnes réfugiées et immigrantes: Richard Goldman, Coordinator, Refugee Protection.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, June 21, 2006, the Committee resumed its study of Refugee Issues - Forced Deportation and the Pre-Removal Risk Assessment Process.
 

The witnesses made statements and answered questions.

 

At 12:37 p.m., the sitting was suspended.

At 12:38 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Andrew Telegdi moved, — That the 10th Report (Citizenship Revocation) and the 12th Report (Updating Canada’s Citizenship Laws) of this Committee in the 1st Session of the 38th Parliament be adopted as reports in this session; and that the Chair present the reports to the House.

 

After debate, by unanimous consent, the motion was allowed to stand.

 

Jim Karygiannis moved, — Whereas Safe Third Country Agreements are clearly not working and countries in the Americas, Europe and other parts of the world, that are signatories to Refugee Protection under UNHCR have different measures and ways to make Refugee Claimant determinations.

Be it resolved that this Committee ask the Minister of Citizenship and Immigration to takes these concerns to the United Nations and asks for protocols to be established so that guidelines for Refugee Claimant determinations are uniform for the signatory countries to the UNHCR Refugee Protection.

And be it further resolved that the Minister of Citizenship and Immigration ask the United Nations High Commission for Refugees to appoint an ombudsman to monitor cases and provide guidance to countries and to share best practices with all countries involved.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.

 

At 12:52 p.m., the Committee adjourned to the call of the Chair.
