The Legislative Committee on Bill C-30 met in a televised videoconference session at 5:35 p.m. this day, in Room 237-C, Centre Block, the Chair, Laurie Hawn, presiding.

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. John Godfrey, Laurie Hawn, Mark Holland, Brian Jean, Marcel Lussier, Fabian Manning, David J. McGuinty, Hon. Christian Paradis, Francis Scarpaleggia, Mark Warawa and Jeff Watson.

In attendance: Library of Parliament: Tim Williams, Analyst ; Sam Banks, Analyst.

Witnesses: Canadian Chamber of Commerce: Nancy Hughes Anthony, President and Chief Executive Officer; Michael Murphy, Executive Vice-President, Policy. Simon Fraser University: Mark Jaccard, Professor, School of Resource and Environmental Management. Greenpeace Canada: David H. Martin. National Round Table on the Environment and the Economy: Alexander Wood, President and Chief Executive Officer.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of John Godfrey, it was agreed, — That the report of the Subcommittee be concurred in.

On motion of Marcel Lussier, it was agreed, — That the proposed budget in the amount of $ 65,300 for the period of February 1 to March 31, 2007 be adopted and that the Chair present the said budget to the Board of Internal Economy.

Pursuant to the Order of Reference of Monday, December 4, 2006, the Committee resumed consideration of Bill C-30, An Act to amend the Canadian Environmental Protection Act, 1999, the Energy Efficiency Act and the Motor Vehicle Fuel Consumption Standards Act (Canada's Clean Air Act).

Nancy Hughes-Anthony, David H. Martin, Alexander Wood and Mark Jaccard made statements and, with the other witness, answered questions.

At 7:32 p.m., the Committee adjourned to the call of the Chair.
