The Legislative Committee on Bill C-30 met in a televised videoconference session at 9:03 a.m. this day, in Room 253-D, Centre Block, the Chair, Laurie Hawn, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. John Godfrey, Laurie Hawn, Mark Holland, Brian Jean, Marcel Lussier, Fabian Manning, David J. McGuinty, Hon. Christian Paradis, Francis Scarpaleggia, Mark Warawa and Jeff Watson.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Sam Banks, Analyst.

 

Witnesses: Office of the Commissioner of the Environment and Sustainable Development: Richard Arseneault, Principal. Canadian Renewable Fuels Association: Bliss Baker, Chair. Chrysalix Energy Management Inc.: Michael J. Brown, Chairman. Canadian Labour Congress: Marie Clarke-Walker, Executive Vice-President; Andrew Jackson, National Director, Social and Economic Policy. Iogen Corporation: Jeff Passmore, Executive Vice-President. Office of the Commissioner of the Environment and Sustainable Development: Ron Thompson, Interim Commissioner .

 
Pursuant to the Order of Reference of Monday, December 4, 2006, the Committee resumed consideration of Bill C-30, An Act to amend the Canadian Environmental Protection Act, 1999, the Energy Efficiency Act and the Motor Vehicle Fuel Consumption Standards Act (Canada's Clean Air Act).
 

Marie Clarke-Walker, Bliss Baker, Jeff Passmore, Ron Thompson and Michael J. Brown made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Nathan Cullen moved, — That all instructions for amendments be submitted to the Legislative Council for drafting by 9 am on March 8, 2007

That amendments be given to the Clerk of the Committee no later than 9 am on March 9, 2007

That the clause by clause study begin at 9 am on March 12, 2007

That at 5 pm on March 22, 2007 all remaining questions on the bill be put without further debate

That the report on the bill be presented to the House on March 26, 2007.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Nathan Cullen — 1; NAYS: Bernard Bigras, John Godfrey, Mark Holland, Brian Jean, Marcel Lussier, Fabian Manning, David J. McGuinty, Christian Paradis, Mark Warawa, Jeff Watson — 10.

 

At 10:54 a.m., the Committee adjourned to the call of the Chair.
