The Standing Committee on Agriculture and Agri-Food met at 3:32 p.m. this day, in Room 307, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: David Anderson, Alex Atamanenko, André Bellavance, James Bezan, Ken Boshcoff, Barry Devolin, Hon. Wayne Easter, Roger Gaudet, Jacques Gourde, Hon. Charles Hubbard, Larry Miller and Paul Steckle.

 

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal; Mathieu Frigon, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(2), the Committee resumed its study of Agricultural Policy Framework.
 

David Anderson moved, — That the Committee concludes its draft report study on the Agricultural Policy Framework before proceeding to the study of the motions on the agenda.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Paul Steckle moved, — That the Committee completes the study of Mr. Easter's and Mr. Atamanenko's motions before studying the Agricultural Policy Framework draft report and, after the draft report study on APF is completed, it will study the motions from M. Boshcoff and M. Bellavance.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

Wayne Easter moved, — That the Standing Committee of Agriculture & Agri-food recommends that the Minister of Agriculture & Agri-food immediately rescind the changes announced to the Canadian Farm Family Options Program on April 20, 2007 and restore the provisions of the program as originally announced. That this Motion be made a Report to the House.

Debate arose thereon.

 

David Anderson moved, — That the motion be amended by replacing the words after “Agri-food” with the following: “commend the Minister for taking the advice of the three opposition critics who unanimously criticized the Canadian Farm Family Options Program, and the we express our thanks to him for committing to deliver this money through programs that will benefit a wide range of producers“.

 

The Chair ruled the proposed amendment inadmissible as it exceeded the scope of the motion, as provided on page 453 of House of Commons Procedure and Practice.

 

David Anderson moved, — That the motion be amended by replacing the words after “Agri-food“ with the words “commend the minister for making changes necessary to the Canadian Farm Family Options Program so that the money can be redirected to programming that will benefit all producers”.

 

The Chair ruled the proposed amendment inadmissible as it exceeded the scope of the motion, as provided on page 453 of House of Commons Procedure and Practice.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
