The Standing Committee on Transport met at 9:07 a.m. this day, in Room 371, West Block, the Chair, Roger Gallaway, presiding.

 

Members of the Committee present: Dave Batters, Don H. Bell, Raymond Bonin, Robert Carrier, Hon. Roger Gallaway, Jim Gouk, Hon. Charles Hubbard, Peter Julian, James Moore, Francis Scarpaleggia, Andrew Scheer and Caroline St-Hilaire.

 

In attendance: Library of Parliament: Allison Padova, Analyst; John Christopher, Analyst.

 

Appearing: Hon. Jean C. Lapierre, Minister of Transport.

 

Witnesses: Department of Transport: Louis Ranger, Deputy Minister; Kristine Burr, Assistant Deputy Minister, Policy Group; Marc Grégoire, Assistant Deputy Minister, Safety and Security Group; André Morency, Assistant Deputy Minister, Corporate Services; Ronald Sully, Assistant Deputy Minister, Programs and Divestiture Group; Jacques E. Pigeon, Departmental General Counsel, Legal Services; Helena Borges, Acting Director General, Surface Transportation Policy.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2005-2006: Votes 1a, 5a, 10a, 20a, 35a and 40a under Transport referred to the Committee on Thursday, October 27, 2005.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 10:20 a.m., Jim Gouk took the Chair.

 

At 10:29 a.m., Hon. Roger Gallaway took the Chair.

 

Raymond Bonin moved, — That votes 1a, 5a, 10a, 20a, 35a and 40a be approved.

Debate arose thereon.

 

Peter Julian moved, — That Vote 1a be reduced by $ 35 000 000.

Debate arose thereon.

 

After debate, the question was put on the amendment of Peter Julian and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 1.

 

It was agreed, — That the Chair be authorized to report the Supplementary Estimates (A), 2005-2006, as agreed to by the Committee, to the House.

 

Peter Julian moved, — That the Toronto Port Authority be invited to appear as soon as possible.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
