The Subcommittee on Public Safety and National Security of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met in camera at 3:36 p.m. this day, in Room 307 West Block, the Chair, Paul Zed, presiding.

 

Members of the Subcommittee present: Joe Comartin, Roy Cullen, Peter MacKay, Serge Ménard, Kevin Sorenson, Tom Wappel and Paul Zed.

 

Other Members present: Paul Harold Macklin.

 

In attendance: Library of Parliament: Philip Rosen, Principal Analyst; Robin MacKay, Analyst.

 

Witnesses: Canada Employment and Immigration Union: Robin Kers, National Resource Officer; Janina Lebon, National Vice-President; Jeannette Meunier-McKay, National President; Nicolas Percy, Immigration Investigator.

 
Pursuant to the Order of Reference of Monday, December 13, 2004, the Subcommittee commenced consideration of Bill C-26, An Act to establish the Canada Border Services Agency.
 

Jeannette Meunier-McKay made an opening statement and, with the other witnesses, answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

At 4:42 p.m., the sitting was suspended.

At 4:45 p.m., the sitting resumed in camera.

 

It was agreed that the Subcommittee invite Mr. Ian Glen, Chair of the National Parole Board of Canada, to provide information concerning the process used to select members of the Parole Board, at a date to be determined.

It was agreed that the Subcommittee proceed to clause-by-clause consideration of Bill C-26, An Act to establish the Canada Border Services Agency at its meeting of Wednesday, February 16, 2005.

It was agreed that in order to facilitate distribution of proposed amendments to Bill C-26 prior to the meeting of Wednesday, February 16, 2005, members make every effort to provide copies of proposed amendments to the clerk of the Subcommittee by the end of the day on Monday, February 14, 2005.

It was agreed that following the completion of clause-by-clause consideration of Bill C-26 on February 16, 2005, the Subcommittee proceed to consideration of the scope of its review of the Anti-terrorism Act.

 

At 5:12 p.m., the Subcommittee adjourned to the call of the Chair.
