The Subcommittee on Public Safety and National Security of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met at 3:35 p.m. this day, in Room 362, East Block, the Chair, Paul Zed, presiding.

 

Members of the Subcommittee present: Joe Comartin, Hon. Roy Cullen, Peter MacKay, Serge Ménard, Kevin Sorenson and Paul Zed.

 

In attendance: Library of Parliament: Jennifer Wispinski, Analyst. House of Commons: Marc Toupin, Procedural Clerk.

 

Witnesses: University of Calgary: Gavin Cameron, Professor, Department of Political Science.

 
Pursuant to the Order of Reference of November 22, 2004, the Subcommittee resumed its study of the Anti-terrorism Act.
 

The witness made a statement and answered questions.

 

At 5:01 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed.

 
The Subcommittee proceeded in camera to the consideration of matters related to Subcommittee business.
 

It was agreed that Martin Rudner, Wesley Wark and Martin Friedland be invited to appear as part of the Anti-Terrorism Act review.

It was agreed that the Canadian Association of Chiefs of Police be invited to appear as part of the review of the Anti-terrorism Act.

It was agreed that a meeting be scheduled on a Tuesday from 9:00 a.m. to 11:00 a.m. for the purpose of hearing international witnesses by videoconference.

It was agreed that, in the course of its review of the Anti-terrorism Act, the Subcommittee seek the permission of the House to travel to the Ottawa Carleton Detention Centre for the purpose of meeting with Mr. Mohammed Harkat, that the necessary staff do accompany the Subcommittee and that a budget of $321 for the visit be transmitted to the Standing Committee on Justice Human Rights, Public Safety and Emergency Preparedness and to the Budget Subcommittee of the Liaison Committee for their respective approval.

It was agreed that, in the course of its review of the Anti-terrorism Act, the Subcommittee seek the approval of the House to travel to Washington D.C. on Nov. 14, 2005 for the purpose of meeting with members of Congress, senior U.S. government officials and non-governmental experts, that the necessary staff do accompany the Subcommittee and that a budget of $27 990 for the visit be transmitted to the Standing Committee on Justice Human Rights, Public Safety and Emergency Preparedness and to the Budget Subcommittee of the Liaison Committee for their respective approval.

 

At 5:20 p.m., the Subcommittee adjourned to the call of the Chair.
