The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:09 p.m. this day, in Room 112-N Centre Block, the Chair, Bonnie Brown, presiding.

 

Members of the Subcommittee present: Bonnie Brown, Gurmant Grewal, Pat O'Brien and John Williams.

 

Acting Members present: Don Boudria for Marlene Catterall, Garry Breitkreuz for Gurmant Grewal and Paul DeVillers for Andrew Telegdi.

 

Other Members present: Bill Blaikie and Paul Steckle.

 

In attendance: Standing Committee on National Defence and Veterans Affairs: Angela Crandall, Clerk of the Committee. Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness: Marc-Olivier Girard, Clerk of the Subcommittee. Standing Committee on Public Accounts: Elizabeth B. Kingston, Clerk of the Committee. Standing Committee on Agriculture and Agri-Food: Bibiane Ouellette, Clerk of the Committee.

 
Pursuant to Standing Order 107(1), the Subcommittee resumed its study of budget sumissions.
 

The Clerk gave a presentation on the financial status of the global envelope for committees activities.

 

The Clerk reported that the following budgets were attested as respecting the financial parameters set by the Board of Internal Economy and the Liaison Committee and, accordingly, were activated:

 

a) $11,475 to the Standing Committee on Environment and Sustainable Development for its study on Canada's Implementation of the Kyoto Protocol;

 

b) $39,900 to the Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness for its study of the Solicitation Laws;

 

c) $8,000 to the Standing Committee on Citizenship and Immigration for its study on Recognition of Foreign Credentials;

 

d) $8,000 to the Standing Committee on Citizenship and Immigration for its study of the New Citizenship Legislation;

 

e) $8,000 to the Standing Committee on Citizenship and Immigration for its study on Family Reunification; and

 

f) $36,600 to the Standing Committee on Agriculture and Agri-Food for its study of Bill C-27, An Act to regulate and prohibit certain activities related to food and other products to which the Acts under the administration of the Canadian Food Inspection Agency apply and to provide for the administration and enforcement of those Acts and to amend other Acts in consequence.

 

It was agreed, — That the Standing Joint Committee on Scrutiny of Regulations be granted a general operating budget of $13,090.

 

It was agreed, — That the Standing Committee on Public Accounts be granted a travel budget of $23,819 to travel to Niagara-on-the-Lake, from August 21 to 23, 2005, to attend the Conference of the Canadian Association of Public Accounts Committees.

 

It was agreed, — That the Standing Committee on Agriculture and Agri-Food be granted a travel budget of $38,950 to travel to the Riding Mountain National Park Region of Manitoba during the week of April 25, 2005, to study the progress of the RMNP bovine Tuberculosis Monitoring and eradications programs in relation to its study on Bovine Tuberculosis.

 

It was agreed, — That, in relation to its study on Canada's defence policy and the future role of the Canadian Forces, the Standing Committee on National Defence and Veterans Affairs be granted a travel budget of.

 

a) $24,359 to travel to London, ON, on May 12 and 13, 2005;

 

b) $12,039 to travel to North Bay and Petawawa, ON, from May 18 to 20, 2005;

 

c) $950 to travel to Dwyer Hill, Ontario, on May 31, 2005;

 
d) $65,300 to travel to Winnipeg, Victoria and Esquimalt, from June 27 to 30, 2005; and
 
e) $88,635 to travel to Colorado Springs, CO, Washington, DC and Norfolk, VA, from July 10 to 15, 2005.
