The Standing Committee on Procedure and House Affairs met at 9:34 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Yvon Godin, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

Other Members present: Alan Tonks.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Privy Council Office: Ginette Bougie, Director, Compensation Policy and Operations, Senior Personnel and Special Projects Secretariat.

 
Pursuant to the Order of Reference of Thursday, December 9, 2004, the Committee resumed consideration of Bill C-30, An Act to amend the Parliament of Canada Act and the Salaries Act and to make consequential amendments to other Acts.
 

Clauses 1 to 20 inclusive carried on division severally.

 

On Clause 21,

Dominic LeBlanc moved, — That Bill C-30, in Clause 21, be amended by replacing, in the English version, line 10 on page 12 with the following:

“other Act and the heading before it”

 

After debate, the question was put on the amendment of Dominic LeBlanc and it was agreed to.

 

Clause 21, as amended, carried on division.

 

Clause 22 carried on division.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 9:42 a.m., the sitting was suspended.

At 9:42 a.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Tuesday, November 23, 2004, the Committee resumed consideration of the question of privilege relating to the usurpation of the title of Member of Parliament by Serge Marcil.
 

The Committee resumed consideration of a draft report.

 

On motion of Michel Guimond, it was agreed, — That a letter to the Board of Internal Economy be appended to the report to the House.

 

On motion of Michel Guimond, it was agreed, — That the draft report, as amended, be adopted.

 

On motion of Judi Longfield, it was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

On motion of Michel Guimond, it was agreed, — That the Chair present the report to the House.

 

At 9:58 a.m., the Committee adjourned to the call of the Chair.
