The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, the Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Joe Comartin for Yvon Godin and Jay Hill for John Reynolds.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Michel Guimond, M.P., Montmorency—Charlevoix—Haute-Côte-Nord. Royal Canadian Mounted Police: Insp Louis Lahaie, Officer in charge of Major Events, Protective Policing Directorate; Sgt Maj François Desfossés, Non-commissioned Officer in charge of RCMP Detachment, Parliament Hill.

 
Pursuant to Standing Order 108(3)(a)(vi), the Committee commenced consideration of the Preliminary Report of the Miramichi and Acadie—Bathurst Electoral Boundaries Commission
 

The Committee commenced consideration of a draft report.

 

On motion of Karen Redman, it was agreed, — That the draft report be adopted.

 

On motion of Jay Hill, it was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

On motion of Dale Johnston, it was agreed, — That the Chair present the report to the House.

 
Pursuant to the Order of Reference of Wednesday, December 1st, 2004, the Committee resumed consideration of the question of privilege relating to the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.
 

The witnesses made statements and answered questions.

 

By unanimous consent, it was agreed, — That the Hon. Bill Blaikie, MP, Réal Ménard, MP, and Supt Pat Hayes of the Ottawa Police Service be invited to appear before the Committee on Thursday, December 9, 2005 in relation to the question of privilege relating to the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.

 

By unanimous consent, it was agreed, — That C/Supt Line Carbonneau and A/Commr Dwight McCallum of the Royal Canadian Mounted Police be invited to appear before the Committee on Tuesday, December 14, 2004, in relation to the question of privilege relating to the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
