The Standing Committee on Procedure and House Affairs met in camera at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman, Scott Reid and John Reynolds.

 

Acting Members present: Hon. Ed Broadbent for Yvon Godin.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: House of Commons: MGen G. Cloutier, Sergeant-at-Arms; Neal Parker, Director, Security Services, Parliamentary Precinct Services; Raymond Pelletier, Major Events Coordinator, Parliamentary Precinct Services.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That Michel Guimond, William Corbett and Serge Marcil be invited to appear before the Committee on February 1st, 2005 on the question of privilege relating to the usurpation of the title of Member of Parliament by Serge Marcil.

 

It was agreed, — That MGen G. Cloutier and his staff be invited to appear before the Committee later this day, and that Michel Guimond be invited to appear on Tuesday, December 7, 2004, on the question of privilege concerning the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.

 

It was agreed, — That the Subcommittee on the Disclosure Statement under the Conflict of Interest Code for Members of the House of Commons be empowered to consult with the Ethics Commissioner on the interpretation of the Code.

 

At 11:47 a.m., the sitting was suspended.

At 11:49 a.m., the Committee resumed sitting in public.

 
Pursuant to the Order of Reference of Wednesday, December 1st, 2004, the Committee commenced consideration of the question of privilege relating to the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.
 

The witnesses made statements and answered questions.

 

It was agreed, — That Inspector Louis Lahaie and Sergeant Major François Desfossés of the Royal Canadian Mounted Police be invited to appear before the Committee on Tuesday, December 7, 2004 and that Chief Superintendent Line Carbonneau be invited to appear on Thursday, December 9, 2004 in relation to the question of privilege concerning free movement of Members within the parliamentary precinct during the visit of President George W. Bush.

 

At 12:51 p.m., the Committee adjourned to the call of the Chair.
