The Standing Committee on Public Accounts met in a televised session at 4:15 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Dean Allison, David Christopherson, Brian Fitzpatrick, Sébastien Gagnon, Mark Holland, Daryl Kramp, Hon. Walt Lastewka, Hon. Shawn Murphy, Benoît Sauvageau, John Williams and Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst; Marc-André Pigeon, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; John Wiersema, Deputy Auditor General; Tom Wileman, Principal. Treasury Board of Canada Secretariat: Charles-Antoine St-Jean, Comptroller General, Comptroller General's Office ; John Morgan, Executive Director, Financial Management and Accounting Policy Directorate. Department of Finance: Peter DeVries, General Director, Deputy Minister's Office.

 
Pursuant to Standing Order 108(3)(g), the Committee commenced consideration of Chapter 4, Accountability of Foundations of the February 2005 Report of the Auditor General of Canada referred to the Committee on February 15, 2005.
 

The witnesses made statements.

 

By unanimous consent, it was agreed, — That, for this meeting only, all rounds of questioning be limited to five (5) minutes.

 

The witnesses answered questions.

 
At 5:24 p.m., the Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Ninth Report from the Subcommittee on Agenda and Procedure which reads as follows:

Your Subcommittee met on Tuesday, April 12, 2005 to consider the business of the Committee and agreed to make the following recommendation:

1. That, in relation to the letter dated April 7, 2005 from Charles-Antoine St-Jean, Comptroller General of Canada, concerning waivers to the publication of details related to ex gratia payments relating to Special Benefits to Merchant Navy Veterans, heating fuel rebates and payments made to resolve claims arising from the Indian Schools System, an annual waiver be given to the Treasury Board provided that the gross amount and the total number of claims are reported to Parliament.

 

It was agreed, — That the Ninth Report be adopted.

 

It was agreed, — That the Committee consider Chapters 1, 2 and 3 of the April 2005 Report of the Auditor General of Canada.

 

It was agreed, — That the suggested schedule of hearings until June 1, 2005 be adopted as presented.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
