The Standing Committee on National Defence and Veterans Affairs met in camera at 9:02 a.m. this day, in Room 362 East Block, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Larry Bagnell, Hon. Bill Blaikie, Rick Casson, Betty Hinton, Hon. Judi Longfield, Dave MacKenzie, Hon. Keith Martin, Pat O'Brien, Gordon O'Connor and Anthony Rota.

 

Acting Members present: France Bonsant for Gilles-A. Perron and Cheryl Gallant for Gordon O'Connor.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst. As Individual: Joseph P. Culligan, Consultant.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Clerk make inquiries with the Committee on Foreign Affairs concerning the possibility of holding a joint meeting at a future date to hear witnesses in relation to the government's aid efforts in the regions devasted by the tsunami on December 26, 2004, and the role of the Disaster Assistance Response Team (DART).

 

It was agreed, — That the Clerk distribute copies of the Committee's 2001 report “Procurement Study” and the government response to that report as well as the draft report “National Missile Defence: An Overview”, prepared by the Committee in June 2000 but not presented in the House.

 

It was agreed, — That the Chair write to the Chair of the Committee on Procedure and House Affairs in response to his request for the Committee's views on the prior review of Order-in-Council appointments.

 

It was agreed, — That Kenneth Calder, Assistant Deputy Minister (Policy), Department of National Defence, be invited to appear in relation to the study on the acquisition of submarines by the Canadian Forces.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 18, 2004, the Committee resumed its study of the acquisition of submarines by the Canadian Forces.
 

The Committee commenced consideration of a draft report.

 

At 10:52 a.m., the Committee adjourned to the call of the Chair.
