The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:10 a.m. this day, in Room 209 West Block, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Mario Silva and Peter Van Loan.

 

Acting Members present: Alain Boire for Yves Lessard, Tom Lukiwski for Ed Komarnicki and Alexa McDonough for Tony Martin.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst; Chantal Collin, Analyst.

 

Witnesses: Rideau River Residence Association: Braden Hutchinson, Vice-President. Social and Enterprise Development Innovations: Peter Nares, Executive Director; Jennifer Robson-Haddow, Manager Policy Research and Development. Tristat Resources: Richard Shillington, Principal.

 
Pursuant to the Order of Reference of Thursday, October 14, 2004, the Committee resumed consideration of Bill C-5, An Act to provide financial assistance for post-secondary education savings.
 

Peter Nares, Braden Hutchinson and Richard Shillington made a statement and, with the other witness, answered questions.

 

It was agreed, — That Peter Adams and Alain Boire table with the Clerk the figures regarding the administrative cost of the program for the post-secondary education savings plan and that the information be distributed to all Committee members.

 

At 12:29, the Committee proceeded to discuss future business in camera.

 

It was moved, -That Pursuant to Standing Order 108(2), the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities strike a Sub-committee on the Status of Persons with Disabilities

 

It was agreed, — That the Committee postpone its decision until November 16th when the Chair will report back regarding the ressources available for this Sub-committee.

 

It was moved, - That Pursuant to Standing Order 108(2), the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities study the issue of Child Care as it relates to the OECD Thematic Review of Early Childhood Education and Care Policy released on October 25, 2004 and invites its authors to present to Committee on their findings.

 

After debate, it is proposed, - That the words: «when the House resumes after the Christmas break» be added at the end of the motion

 

After debate, the questionm being put on the amendment, it was agreed to on the following division: YEAS: 9 NAYS: 1

The question being put on the main motion as amended, it was agreed to on the following division: YEAS: 9 NAYS: 1

 

It was agreed, — That authors or researchers within Canada be invited to report to the Committee on the OECD Thematic Review of Early Childhood Education and Care Policy.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
