The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:09 a.m. this day, in Room 705 La Promenade Building, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Ed Komarnicki, Tony Martin, Yasmin Ratansi and Peter Van Loan.

 

Associate Members present: France Bonsant.

 

Other Members present: Anthony Rota.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Appearing: Hon. Claudette Bradshaw, Minister of State (Human Resources Development); Hon. Lucienne Robillard, Minister of Human Resources and Skills Development.

 

Witnesses: Department of Human Resources and Skills Development: Terry Hearn, Comptroller; Alan Nymark, Deputy Minister; Michael J. Saucier, Director General; Bill James, Director General, Employment Insurance Policy; Joanne Lamothe, General Director - Aboriginal and Youth Program. Department of Human Resources Development (Social Development): Phil Jensen, Assistant Deputy Minister, Employment Programs Branch.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2005-2006: Votes 1, 5 and 15 under Department of Human Resources and Skills Development referred to the Committee on Friday, February 25, 2005.
 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 24, 2005, the Committee resumed its study of the New Human Resources and Skills Development Canada call for proposals Criteria for Funding Community Programs.
 

Honourable Lucienne Robillard and Honourable Claudette Bradshaw made statements and, with the other witnesses, answered questions.

 

The Chair ruled that members should not ask the Minister questions relating to the supposed intimidation of witnesses who appeared before the Committee as this Committee will be discussing this issue at a later date.

Wherepon, Tony Martin appealed the decision of the Chair.

The question “Shall the decision of the Chair be sustained?“ was put and the decision was sustained by a show of hands: YEAS:5; NAYS:4.

 

At 1:13 p.m., the sitting was suspended.

At 1:17 p.m., the sitting resumed in camera.

 

It was agreed, — That a letter be written to the Speaker of the House of Commons bringing to his attention the fact that a member of Parliament had leaked to some witnesses the “New Directives Governing the Administration and Management of Contribution Agreements in Human Resources and Skills Development Canada“ and that the Speaker take the measures he feels appropriate in the circumstances .

 

At 1:52 p.m., the Committee adjourned to the call of the Chair.
