The Standing Committee on Fisheries and Oceans met in camera at 3:36 p.m. this day, in Room 536, Wellington Building, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Raynald Blais, Rodger Cuzner, Loyola Hearn, Randy Kamp, Gerald Keddy, Bill Matthews, Hon. Shawn Murphy, Jean-Yves Roy, Scott Simms, Peter Stoffer and Tom Wappel.

 

In attendance: Library of Parliament: François Côté; Alan Nixon.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

SECOND REPORT

Your Subcommittee met on Tuesday, November 1, 2005, to consider the business of the Committee and agreed to make the following recommendations:

 
1. It was agreed,—That the Committee give priority to its consideration of the draft report on the northern cod, including the events leading to the collapse of the fishery and the failure of the stock to re-establish itself since the moratorium; that the Committee hold at least two (2) meetings to consider the draft report; and that, if necessary, extra meetings be held in addition to the regular Tuesday and Wednesday meetings.
 
2. It was agreed,—That the Minister of Fisheries and Oceans be invited to appear before the Committee before the end of November in relation to the Supplementary Estimates (A) 2005-2006: Votes 1a, 5a and 10a under Fisheries and Oceans; and that, in addition to addressing the Supplementary Estimates, the Minister be asked to specifically address the European Union shrimp tariffs in his opening remarks.
 
3. It was agreed,—That Johanne Gélinas, Commissioner of the Environment and Sustainable Development be invited to appear before the Committee regarding her 2005 Report, Chapter 1 Fisheries and Oceans Canada - Canada's Ocean Management Strategy; that, if possible, the Commissioner appear before the Minister appears; and that the meeting be televised if possible.
 
4. It was agreed,—That senior officials from the Department of Fisheries and Oceans, including the Deputy Minister (if he is available) and Paul Sprout, appear before the Committee in relation to the 2005 Fraser Valley sockeye salmon harvest.
 
5. It was agreed,—That Michelle Wheatley and Barry Rashotte of the Department of Fisheries and Oceans and Joe Tigullaraq of the Nunavut Wildlife Management Board be invited to appear before the Committee in relation to the turbot quota of the Baffin Fisheries Coalition in the Davis Strait.
 
6. It was agreed,—That Edwin R. DeBruyn, Sue Kirby and Richard Wex of the Department of Fisheries and Oceans and Jim Robb of Friends of the Rouge Watershed be invited to appear before the Committee in relation to the Rouge River Watershed.
 

It was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to Standing Order 108(2) and the motion agreed to by the Committee on February 8, 2005, the Committee resumed its study of the northern cod, including the events leading to the collapse of the fishery and the failure of the stock to re-establish itself since the moratorium.
 
The Committee commenced consideration of a draft report.
 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
