The Standing Committee on Fisheries and Oceans met at 11:01 a.m. this day, in Room 536 Wellington Building, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Raynald Blais, John Cummins, Rodger Cuzner, Loyola Hearn, Randy Kamp, Gerald Keddy, Bill Matthews, Shawn Murphy, Jean-Yves Roy, Scott Simms, Peter Stoffer and Tom Wappel.

 

In attendance: Library of Parliament: François Côté, Analyst.

 

Witnesses: Office of the Commissioner of the Environment and Sustainable Development: Johanne Gélinas, Commissioner. Office of the Auditor General of Canada: Ronald Thompson, Assistant Auditor General; Gerry Chu, Director. Department of Fisheries and Oceans: David Bevan, Assistant Deputy Minister, Fisheries and Aquaculture Management; Jean-Claude Bouchard, Associate Deputy Minister; Larry Murray, Deputy Minister; Wendy Watson-Wright, Assistant Deputy Minister, Science.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing session on the Report of the Commissioner of the Environment and Sustainable Development to the House of Commons for the year 2004.
 

Gerald Keddy moved, — That, in light of the concerns expressed by stakeholders in the Fraser River sockeye salmon fishery, that the Committee recommend to the Minister that he review the appointment of Bryan Williams as the chair of the 2004 salmon post-season review to be conducted by the Integrated Salmon Harvest Planning Committee.

Debate arose thereon.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: John Cummins, Loyola Hearn, Randy Kamp, Gerald Keddy — 4; NAYS: Raynald Blais, Rodger Cuzner, Bill Matthews, Shawn Murphy, Jean-Yves Roy, Scott Simms, Peter Stoffer — 7.

 

The witnesses made statements and answered questions.

 

At 1:09 p.m., the Committee adjourned to the call of the Chair.
