The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:36 p.m. this day, in Room 237-C Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Francine Lalonde, Alexa McDonough, Dan McTeague, Ted Menzies and Bernard Patry.

 

Acting Members present: Don Boudria for Beth Phinney, Diane Bourgeois for Pierre A. Paquette, Peter Goldring for Stockwell Day, Paul Harold Macklin for Lawrence MacAulay, David J. McGuinty for Maurizio Bevilacqua, Marcel Proulx for Maurizio Bevilacqua and Andrew Scheer for Belinda Stronach.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; Marcus Pistor, Analyst.

 

Witnesses: Rights & Democracy: Jean-Louis Roy, President; Wayne MacKay, Interim Chair, Board of Directors; Lydia Hwitsum, Member, Board of Directors; Marie-France Cloutier, Director of Administration and Resources; Razmik Pannossian, Interim Director of Policy, Programmes and Planning; Iris Almeida, Special Advisor to the President, Policy Development and Parliamentary Relations; Lloyd Lipsett, Senior Assistant to the President.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 15, 2004, the Committee commenced its study of the Five Year Report of Rights and Democracy.
 

Jean-Louis Roy, Wayne MacKay and Lydia Hwitsum made statements and with Iris Almeida, Razmik Pannossian answered questions.

 

At 5:04 p.m., the sitting was suspended.

At 5:09 p.m., the sitting resumed.

 

Francine Lalonde moved, — That, in the opinion of the Committee, the Governement should consider increasing the budget for the International Centre for Human Rights and Democratic Development (Rights and Democracy) from $4.8 millions to $7.5 millions.

 

After debate, by unanimous consent, the motion was withdrawn.

 

By unanimous consent, Don Boudria moved, — That, in the opinion of the Committee, the Government should recognize that the International Centre for Human Rights and Democratic Development has not received a budgetary increase or a cost of living increase for more than a decade and consequently, in recognition of the excellent work of the organization as well as taking into account its funding requests, the budget of the Centre should be increased substantially.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
