The Standing Committee on Citizenship and Immigration met at 3:34 p.m. this day, in Room 209, West Block, the Chair, Andrew Telegdi, presiding.

 

Members of the Committee present: David A. Anderson, Roger Clavet, Meili Faille, Hedy Fry, Helena Guergis, Rahim Jaffer, Bill Siksay, Andrew Telegdi and Lui Temelkovski.

 

Acting Members present: Don Boudria for David A. Anderson, Guy Côté for Roger Clavet, David J. McGuinty for Colleen Beaumier, David Smith for Lui Temelkovski and Lynne Yelich for Diane Ablonczy.

 

Witnesses: Library of Parliament: Benjamin Dolin, Analyst, Law and Government Division. Department of Citizenship and Immigration: Daniel Jean, Assistant Deputy Minister, Policy and Program Development. Canada Border Services Agency: Claudette Deschênes, Vice-President, Enforcement Branch. Department of Citizenship and Immigration: Bruce Scoffield, Director, Policy Development and International Protection, Refugees Branch. United Nations High Commissioner for Refugees: Jahanshah Assadi, Representative in Canada; Buti Kale, Senior Protection Officer.

 
Pursuant to Standing Order 108(2) , the Committee commenced its briefing session of the Implementation of the Safe Third Country Agreement.
 

Benjamin Dolin made a statement and answered questions.

 

At 3:59 p.m., the sitting was suspended.

At 4:02 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) , the Committee commenced its study of the Implementation of the Safe Third Country Agreement.
 

Daniel Jean, Claudette Deschênes and Jahanshah Assadi made statements and Daniel Jean, Claudette Deschênes, Bruce Scoffield, Jahanshah Assadi and Buti Kale answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Meili Faille moved, — Whereas

The Refugee Appeal Division is included in the Immigration and Refugee Protection Act;

Parliament has passed the Immigration and Refugee Protection Act and can therefore expect that it be implemented; and

The House of Commons and parliamentarians have a right to expect that the Government of Canada will honour its commitments;

The Standing Committee on Citizenship and Immigration requests that the Minister of Citizenship and Immigration, implement the Refugee Appeal Division without delay.

Debate arose thereon.

 

On motion of Rahim Jaffer, it was agreed, — That the motion be amended by adding after the word Division the following: “or advise the Committee as to an alternative proposal“.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:41 p.m., the Committee adjourned to the call of the Chair.
