The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 11:11 a.m. this day, in Room 237-C Centre Block, the Vice-Chair, Jeremy Harrison, presiding.

 

Members of the Committee present: Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Pat Martin, Carol Skelton, David Smith, Lloyd St. Amand and Roger Valley.

 

Acting Members present: Roy Cullen for Nancy Karetak-Lindell, Ken Epp for Gary Lunn and Bradley R. Trost for Jim Prentice.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: University of Winnipeg: Larry Chartrand, Director, Aboriginal Governance Program. Osgoode Hall Law School, York University: Kent McNeil, Professor. As an Individual: Bonnie Leonard, Lawyer.

 

Pat Martin moved, — That the Committee proceed to the consideration of his motion respecting the dispute resolution plan which was moved and debated at the meeting of March 22, 2005.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The Committee resumed consideration of the motion of Pat Martin, — That, pursuant to Standing Orders 108 (2), the Committee consider the Assembly of First Nations Report on Canada’s Dispute Resolution Plan to Compensate for Abuses in Indian Residential Schools;

That the Committee note the thoughtful and constructive recommendations contained in that report;

That the Committee adopt these recommendations as a report to the House;

That the Chair present the report to the House; and

That, pursuant to Standing Orders 109, the Committee request that the Government present a comprehensive response to the report .

 

Roy Cullen moved, — That the motion be amended by replacing the last paragraph with the following:

“That the Committee requests that the Government consider these recommendations in its ongoing discussions with the Assembly of First Nations and other partners“.

Debate arose thereon.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of on-reserve matrimonial real property.
 

Larry Chartrand and Kent McNeil made statements and answered questions.

 

Bonnie Leonard made a statement.

 

At 1:04 p.m., the Committee adjourned to the call of the Chair.
