Mr. Proulx (Hull—Aylmer) , from the Standing Committee on Procedure and House Affairs, presented the 7th Report of the Committee, which was as follows:

Pursuant to provisional Standing Order 92(3), your Committee hereby reports that it has concurred in the report of the Subcommittee on Private Members’ Business advising that Bill C-450, An Act to amend the Marriage (Prohibited Degrees) Act in order to protect the legal definition of “marriage” by invoking section 33 of the Canadian Charter of Rights and Freedoms, should be designated non-votable.

A copy of the relevant Minutes of Proceedings (Meeting No. 6) was tabled.

Statement by the Speaker

The Speaker ruled that the Order for second reading of Bill C-450, An Act to amend the Marriage (Prohibited Degrees) Act in order to protect the legal definition of “marriage” by invoking section 33 of the Canadian Charter of Rights and Freedoms, standing on the Order Paper in the name of Mr. Pankiw (Saskatoon—Humboldt) , be dropped to the bottom of the Order of Precedence on the Order Paper to allow the Member for Saskatoon-Humboldt the opportunity to appeal, pursuant to Standing Order 92(4), the decision of the Standing Committee on Procedure and House Affairs.
