The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:29 p.m. this day, in Room 308 West Block, the Chair, David Kilgour, presiding.

 

Members of the Subcommittee present: Eleni Bakopanos, Colleen Beaumier, David Kilgour, Deepak Obhrai and Yves Rocheleau.

 

Acting Members present: Alexa McDonough for Svend Robinson.

 

In attendance: Library of Parliament: James Lee, Analyst; Marcus Pistor, Analyst.

 

Witnesses: Canada Tibet Committee: Thubten Samdup, President; Tenzin Dargyal, President, Montreal Branch. International Campaign for Tibet (Washington): Geshe Lobsang Tenpa, Representative. Freedom Now: Jared Genser, President. Falun Dafa Association of Canada: Xun Li, President; Grace Wollensak, National Coordinator; Lucy Zhou, National Coordinator.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on April 28, 2004, the Subcommittee resumed its study of Human Rights in China.
 

Thubten Samdup, Geshe Lobsang Tenpa and Jared Genser made statements and with Tenzin Dargyal answered questions.

 

At 3:33 p.m. Colleen Beaumier took the Chair.

 

ORDERED, — That the document of Human Rights Watch entitled Trials of a Tibetan Monk: The Case of Tenzin Delek, presented to the Subcommittee by the Canada Tibet Committee, be filed as an exhibit with the Clerk of the Subcommittee.

 

At 4:20 p.m. David Kilgour took the Chair.

 

Alexa McDonough moved, — That the Subcommittee, pursuant to Evidence presented on May 5 and May 12, 2004 in relation to its study on human rights issues in China, call upon the Government of China to give immediate attention to the question of human rights abuses in the Tibet Region and elsewhere in China .

 

Deepak Obhrai, seconded by Colleen Beaumier, moved, — That the motion be amended to strike out after the words “the Government of“ the word “China“ and to substitute the words “Canada to urge China to“.

 
The question was put on the motion as amended and it was agreed to as follows:

That the Subcommittee, pursuant to Evidence presented on May 5 and May 12, 2004 in relation to its study on human rights issues in China, call upon the Government of Canada to urge China to give immediate attention to the question of human rights abuses in the Tibet Region and elsewhere in China.

 

At 4:57 p.m. Xun Li, Grace Wollensak and Lucy Zhou made statements and answered questions.

 

At 5:33 p.m., the Subcommittee adjourned to the call of the Chair.
