The Standing Committee on Public Accounts met in camera at 9:02 a.m. this day, in Room 253-D Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Hon. Shawn Murphy, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Paul Forseth, Jason Kenney for Val Meredith, Derek Lee for Dominic LeBlanc, Peter MacKay for Peter Goldring, Paul Harold Macklin for Beth Phinney, Dennis Mills for Hon. Maurizio Bevilacqua, Hon. Robert Thibault for Hon. Steve Mahoney and Vic Toews for Philip Mayfield.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel.

Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 
The Committee received a briefing from the Library of Parliament analyst regarding matters related to this study.
 

It was agreed, — That the Library of Parliament working document be released to the public following consultation with the Law Clerk, the Analysts and the Clerks.

 

At 10:58 a.m., the sitting was suspended.

At 11:10 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(3)(e), the Committee resumed from the last session its study of the Special Report of the Auditor General of Canada (Audit of the financial management and administration of the Privacy Commissioner of Canada) of September 2003.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary to update the content of the report without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report, except Recommendation 20 which deals with the Standing Orders of the House of Commons.

 

It was agreed, — That the Clerk of the Committee, in consultation with the Chair, issue a news release to be released immediately following the tabling of the Committee's report to the House on its study on the Special Report of the Auditor General of Canada (Audit of the financial management and administration of the Privacy Commissioner of Canada) of September 2003.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:04 p.m., the sitting was suspended.
