The Standing Committee on Finance met at 3:30 p.m. this day, in Room 701 La Promenade Building,the Vice Chair, Nick Discepola, presiding.

 

Members of the Committee present: Nick Discepola, Rahim Jaffer, Hon. John McKay, Hon. Maria Minna, Massimo Pacetti, Pierre Paquette, Werner Schmidt, Alex Shepherd and Monte Solberg.

 

Acting Members present: Larry Bagnell for Roy Cullen, Claude Duplain for Hon. Robert Thibault, André Harvey for Sophia Leung and Tony Tirabassi for Rodger Cuzner.

 

Appearing: Hon. John McKay, Parliamentary Secretary to the Minister of Finance.

 

Witnesses: Department of Finance: Sean Keenan, Chief, Equalization and Policy Development / Federal-Provincial Relations and Social Policy Branch; Glenn R. Pursuant to the Order of Reference of Wednesday, April 21, 2004, the Committee commenced consideration of Bill C-30, An Act to implement certain provisions of the budget tabled in Parliament on March 23, 2004.
 

The Committee commenced its clause-by-clause study of the Bill.

 

By unanimous consent, Clauses 2 to 6 inclusive carried on division.

 

By unanimous consent, Clauses 7 to 24 inclusive carried on division.

 

By unanimous consent, Clauses 25 to 44 inclusive carried.

 

By unanimous consent, the following amendments were agreed to:

That Bill C-30, in Clause 45,be amended by replacing, in the French version, line 5 on page 43 with the following:

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Subcommittee on Agenda and Procedure of the Standing Committee on Finance has the honour to present its

SECOND REPORT

Your Subcommittee met on Thursday, April 22, 2004 to consider matters relating to Pre-Budget Consultations 2004 and agreed to make the following recommendations:

1. That the Committee adopt the following themes (enclosed in the appendix-A)

2.That the Committee will travel two weeks in October 2004:

In the WEST:

Victoria:

On Monday, October 18, 2004

On Tuesday, October 19, 2004

Calgary:

On Wednesday, October 20, 2004

Saskatoon:

On Thursday, October 21, 2004

Winnipeg:

On Friday, October 22, 2004

In the EAST:

St-John's:

On Monday, October 25, 2004

Fredericton:

On Tuesday, October 26, 2004

Montreal:

On Wednesday, October 27, 2004

Toronto:

On Thursday, October 28, 2004

On Friday, October 29, 2004

3. That the Committee will hold two Town-Hall meetings for half a day in each of the two following cities:

Saskatoon:

On Thursday, October 21, 2004

St-John's:

On Monday, October 25, 2004

4. That the three following budgets be adopted:

West travel: 184 134. 00$

East travel: 143 534. 00$

Operational Budget (including the cost of the two Town-Hall meetings): 107 500. 00$

Total: 435 168.00$

5. That the Committee examine the question of the Small Businees Tax Measures has indicated in the Budget Plan 2004 (Page 156) tabled in the House by the Minister of Finance on Tuesday, March 23, 2004
