Meeting No. 32

Wednesday, June 4, 2003

The Standing Committee on Transport met at 3:30 p.m. this day, in Room 209, West Block, the Chair, Joe Comuzzi, presiding.

Members of the Committee present: John Cannis, Joe Comuzzi, Bev Desjarlais, Liza Frulla, Roger Gallaway, Jim Gouk, Ovid Jackson, Stan Keyes, Marcel Proulx and Lynne Yelich.

Acting Members present: Joe Fontana for Pat O’Brien and Jean-Yves Roy for Mario Laframboise.

In attendance: From the Research Branch of the Library of Parliament:  John Christopher, Principal Analyst.

Witnesses: From the Agence métropolitaine de transport: Raynald Belanger, vice-President, Commuter Rail. From the Greater Toronto Transit Authority: Gregory Percy, Director, Rail Services. From the West Coast Express Ltd. and Skytrain: Doug Kelsey, President and CEO; Forrest Hume, Barrister & Solicitor. From the Air Canada Jazz: Joseph D. Randell, President and Chief Executive Officer; Fred Gaspar, Manager, Government Relations. From the Saskatchewan Association of Rural Municipalities: Jim Hallick, Director; Neal Hardy, President; Ken Engel, Executive Director; Arita McPherson, Director of Agriculture Policy.

Pursuant to its Order of Reference of Tuesday, March 25, 2003, the Committee resumed consideration of Bill C-26, An Act to amend the Canada Transportation Act and the Railway Safety Act, to enact the VIA Rail Canada Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, April 10, 2003, Meeting No. 20).

At 3:40 p.m., John Cannis took the Chair.

Doug Kelsey made an opening statement and, with Raynald Belanger and Gregory Percy, answered questions.

Joseph D. Randell made an opening statement and answered questions.

Jim Hallick made an opening statement and, with Neal Hardy answered questions.

At 6:39 p.m., the sitting was suspended.

At 6:44 p.m., the Committee resumed sitting in camera to consider its future business.

It was agreed, -- That the Minister of Transport be invited to appear before the Committee next Monday, June 9, 2003 at 3:30 p.m., to discuss some issues related to Via Rail Canada Inc.

It was agreed, -- That NAV Canada, the Canadian Air Traffic Controllers’ Association through CAW (National Automobile, Aerospace, Transportation and General Workers Union of Canada), ATAC (Air Transport Association of Canada) and also the Minister of Labour, be invited, on Wednesday, June 11, 2003 to appear before the Committee, to talk about the current labour situation in the Airline industry.

It was agreed, -- That the Committee hold a working diner this evening to continue discussion on the future business of the Committee and that the expenses be covered by the operational budget of the Committee.


At 7:14 p.m., the Committee adjourned to the call of the Chair.
